Area Map <br /> <br />Budgeted Item: _YES -X-NO <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />Shell Chemical, L.P" has filed application with the City to install a 12" dry gas pipeline as part of its Texas <br />Bay Area Pipeline Project The pipeline will be used to transport dry gas from Texas City refineries to <br />Shell's Deer Park Chemical Plant <br /> <br />The route through the City of La Porte is shown on Exhibit 4 of this agenda packet and described in the <br />permit application form (see Exhibit 2), The 12" pipeline will be installed within existing pipeline and electric <br />transmission corridors, The pipeline will operate at a normal operating pressure of 600 PSI and a maximum <br />operating pressure of 1480 PSL <br /> <br />In reviewing the permit application and plans as submitted, the route of the proposed pipeline will cross an <br />existing 12" water main at Spencer Highway and an existing 24" sanitary sewer main at Fairmont Parkway, <br />However, no conflict is anticipated with existing City infrastructure or existing pipelines. <br /> <br />This request meets all requirements of Ordinance 2004-2755 and a pipeline application fee of $1000.00 has <br />subsequently been received from the applicant. Any future relocation of the pipeline permitted within the <br />City, State or County rights-of-way shall be at the sole expense of the Permittee. In accordance with <br />Section 102-236 and 102-237, City Council must review and authorize the permit <br /> <br />If approved, City Council will thereby authorize the Director of Planning or his designee to execute the <br />permit in duplicate originals, one which shall be delivered to the Permittee and one which shall be retained <br />by the City. <br /> <br />Action Requil'cd by Council: <br /> <br />Approve an ordinance authorizing the Planning Director to execute a Pipeline Permit as requested by Shell <br />Chemical, L.P. for installation of a 12" Dry Gas Pipeline within the City of La Porte. <br /> <br /> <br />Ron Bottoms, City Manager <br /> <br />
