I have a letter from THC that counters the claim stated in Rigby's Email. <br /> Original Message <br /> From: jzemanek @zemanekmarine.com <br /> To: "Ted Powell" <tapowell2 @comcast.net> <br /> Sent: Friday, March 25, 2011 2:54:57 PM <br /> Subject: Fw: Sylvan Beach Pavilion <br /> Sent from my Verizon Wireless BlackBerry <br /> From: "Rigby, Louis" <rigbyl @laportetx.gov> <br /> Date: Fri, 25 Mar 2011 14:51:06 -0500 <br /> To: Bottoms, Ron <BottomsR @laportetx.gov >; Daryl Leonard <leonard.daryl @yahoo.com>; Engelken, Chuck <cengelken @att.net >; Jay <br /> Martin <jmdistrict5 @aol.com >; John Balck <baysun1437 @gmail.com >; Mike Clausen <clausenm @lpisd.org>; Mike Mosteit<mosteit66 @aol.com>; Moser, Tommy <br /> C <moser_electric @sbcglobal.net >; Zemanek, John P.<jzemanek @zemanekmarine.com> <br /> Cc: Leach, Traci<LeachT @Iaportetx.gov >; <fogertyp @laportetx.gov> <br /> Subject: RE: Sylvan Beach Pavilion <br /> I met with Commissioner Morman and his Chief of Staff Dave Walden today and wanted to give everyone an update: <br /> • A Request for Qualifications will go out next Friday to begin the process of identifying an architectural firm to design the repairs/additions to the <br /> pavilion. It is estimated that this portion of the process will cost $927,000. The RFQ process including identification of a firm and approval by <br /> Commissioner's Court could take as long as two and a half months. <br /> • The $5.6m TDRA grant can only be used on the pavilion and cannot be redirected to any other county project. This grant has a "shelf life" of August <br /> 31, 2012 and repairs /additions to the pavilion must be complete. If there is substantial completion on that date the county can ask for an extension but <br /> there is no guarantee of one. The county has no money other than this grant and if it is not complete and there is no extension they do not know what <br /> will happen. <br /> • If granted, an archaeological designation would delay the design by up to three months for an initial investigation. If during the course of the <br /> construction phase something is found, further delays could halt the project for up to six months which would jeopardize the grant's timelines. <br /> • Janet Wagner with the Harris County Historical Commission and Gail Miller who is the Director of Operations and Administration will be in attendance <br /> at the meeting Monday to answer any specific questions we may have. <br /> From: Bottoms, Ron <br /> Sent: Thursday, March 24, 2011 2:41 PM <br /> To: Daryl Leonard; Engelken, Chuck; Jay Martin; John Balck; Louis Rigby; Mike Clausen; Mike Mosteit; Moser, Tommy C; Zemanek, John P. <br /> Cc: Leach, Traci <br /> Subject: Sylvan Beach Pavilion <br /> Mayor and Council: <br /> I received an update from Commissioner Morman's office and thought it was worth passing on. Commissioners Court has affirmed their opposition to the designation and <br /> authorized the Chair of the Harris County Historical Commission to attend the upcoming Texas Historical Commission meeting and speak on behalf of the County. This item is <br /> on your agenda to discuss Monday night. The County's fear is that this designation could kill the project by adding time and money to the budget and may cause the County to <br /> miss the grant deadline (August 2012). <br /> Ron <br /> http: / /sz0145.ev. mail. comcast .net /zimbra/h /printmessage ?id = 204264 &xim =1 3/28/11 <br />
