2—.5 Special Affeement <br />74-50{z?§)Dilution <br />No industrial user shall ever increase the use of process water, or in any way <br />attempt to dilute a discharge, as partial or complete substitute for adequate <br />treatment to achieve compliance with a discharge limitation unless expressly <br />authorized by the applicable pretreatment standard or requirement. The <br />Director may impose mass limitation on industrial users which are using dilution <br />to meet applicable pretreatment standards or requirements, or in other case <br />when the imposition of mass limitations is appropriate. <br />74-51{1k)National Pretreatment Standards ( NPS ) <br />A. If more stringent NPS exist for certain categories of industries or if more <br />stringent NPS are promulgated for certain categories of industries by the <br />USEPA, the more stringent national standard will apply to the permittee. <br />B. Unless exception is granted by the City, the public sanitary sewer system <br />shall be used by all persons discharging: <br />1. Wastewater <br />2. Industrial Waste <br />3. Polluted Liquids <br />C. Unless authorized by the TNRCC, no person may deposit or discharge any <br />waste included in the paragraph above on public or private property or <br />into or adjacent to any: <br />1. Natural Outlet <br />2. Watercourse <br />3. Storm Sewer <br />4. Other area within the jurisdiction of the City. <br />17 <br />
