The Director shall verify prior to discharge that wastes authorized to be discharged will <br />receive suitable treatment within the provisions of laws, regulations, ordinances, rules <br />and orders of federal, state, and local governments. <br />DIVISION <br />SECTION 3. <br />PRETREATMENT OF WASTEWATER <br />74-61.r�.' �, Pretreatment Facilities <br />Industrial users shall provide necessary wastewater treatment as required to <br />comply with this ordinance and shall achieve compliance with all categorical <br />pretreatment standards, local limits and the prohibitions set out in Section 2.1 <br />above within the time limitations specified by the EPA, the State, or the Director. <br />Any facilities required to pre -treat wastewater to a level acceptable to the <br />Director shall be operated, and maintained at the industrial waste user's <br />expense. Detailed plans showing the pretreatment facilities and operating <br />procedures shall be submitted to the Director for review, and shall be acceptable <br />to the Director before construction of the facility. The review of such plans and <br />operating procedures will in no way relieve the industrial user from the <br />responsibility of modifying the facility as necessary to produce an acceptable <br />discharge to the POTW under the provisions of this ordinance. <br />74-62. k3-.24 Additional Pretreatment Measures <br />A. Whenever deemed necessary, the Director may require industrial users <br />to restrict their discharge during peak flow periods, designate that certain <br />wastewater be discharged only into specific sewers, relocate and /or <br />consolidate points, separate sewage waste -streams and such other <br />conditions as may be necessary to protect the POTW and determine the <br />industrial user's compliance with the requirements of this ordinance. <br />B. Each permittee discharging into the POTW greater than 120,000 gallons <br />per day or greater than 5 percent of the average daily flow in the POTW, <br />whichever is lesser, shall install and maintain, on their property and at <br />their expense, a suitable storage and flow control facility to insure <br />equalization of flow over a twenty-four (24) hour period. The facility shall <br />have the capacity for at least 200 percent of the daily discharge volume <br />and shall be equipped with alarms and a rate of discharge controller, the <br />regulation of which shall be directed by the Director. A wastewater <br />discharge permit may be issued solely for flow equalization. <br />18 <br />
