As part of the ongoing outreach efforts to involve the citizens in their local government, a <br />voluntary public hearing on the water system design criteria was held before the Planning & Zoning Commission to <br />receive public input on September 18,2003. A separate voluntary Public Hearing will be held at the January 26, <br />2004 La Porte City Council meeting. Another part of this outreach program entailed the distribution of the proposed <br />criteria to various engineering consultants including Lockwood, Andrews & Newnam, Inc., Claunch & Miller, <br />Windrose Services, Klotz & Associates, Inc., PBS&J, Brown & Gay, Inc., local developer Eddie Gray, H. Carlos <br />Smith, and LJA Engineering. Comments were received from Windrose Services, and Claunch & Miller. Internally, <br />the proposed design criteria was reviewed by Curtis Herrod of the Public Works Department, Mark Huber of the <br />Inspections Department, Reagan McPhail of the Planning Department and Assistant City Manager John Joerns. The <br />proposed water system design criteria will become Chapter 3 of the Public Improvements Criteria Manual (PICM). <br />Currently PICM consists of Chapter 4 which governs the design of public wastewater collection systems, Chapter 5 <br />which deals with the design of stonn sewer drainage systems, and Chapter 6 which deals with the design of public <br />streets and sidewalks. The need for a full and complete PICM stems from the Development Ordinance which refers <br />to PICM as being the location for applicable design criteria for use in the design of public systems. <br /> <br />At its September 18, 2003 meeting the La Porte Planning & Zoning Commission solicited and received public <br />comment on the proposed Water System Design Criteria.
