INVOCATION — The invocation was given by Rev. Brian Christen, La Porte Community <br />Church, and pledges were led by Councilperson Robbie McLarrin. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Presentation of Oaths of Office and Certificates of Election to newly elected officials <br />Brandon Lunsford, Rick Helton, and Jay Martin. [Mayor Louis R. Rigby] <br />b. Recognition of City employees for years of service. [Louis R. Rigby, Mayor] <br />4. CITIZEN COMMENT (Generally limited to five minutes perperson; in accordance with state <br />law, the time may be reduced if there is a high number of speakers or other considerations.) <br />Wyatt Smith spoke in opposition to the amount designated for the new city hall. <br />5. ELECTION MATTERS <br />a. Presentation, discussion, and possible action to adopt Ordinance 2022-3886, <br />electing a Mayor Pro Tem of the La Porte City Council. [Louis R. Rigby, Mayor] <br />Mayor Pro Tem Martin nominated Councilperson Engelken. The motion to adopt <br />Ordinance 2022-3886. electing Councilperson Engelken as the Mayor Pro Tem of the La <br />Porte CitV Council was adopted, 9-0. <br />6.
