INVOCATION — The invocation was given by Clark Askins, Assistant City Attorney, and <br />pledges were led by Councilperson Rick Helton. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Presentation by the Federal Emergency Management Agency (FEMA) on updating <br />the National Flood Insurance Program's (NFIP) risk rating methodology to Risk <br />Rating 2.0. [Teresa Evans, Director of Planning & Development] <br />4. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state <br />law, the time may be reduced if there is a high number of speakers or other considerations.) <br />There were no comments. <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented <br />in accordance with staff recommendations provided. An item may be removed from the <br />consent agenda and added to the Statutory Agenda for full discussion upon request by a <br />member of the Council present at this meeting.) <br />a. Approve the minutes of the regular meeting of the City Council held on June 13, <br />2022. [Louis R. Rigby, Mayor] <br />b. Adopt Resolution 2022-13, opposing the Galveston Bay Park Plan proposal from <br />the Severe Storm Prediction, Education, and Evacuation from Disasters (SSPEED) <br />Center at Rice University. Approve the appointment of Pat McCabe to Position 2 and the appointment of John <br />Blakemore to Alternate 1 position on the La Porte Zoning Board of Adjustment. <br />[Louis R.
