INVOCATION — The invocation was given by Rev. Brian Christen, La Porte Community Church, and <br />pledges were led by Mayor Pro Tern Engelken. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Proclamation - National Preparedness Month [Mayor Louis R. Rigby] <br />4. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br />Sherry Free of the Pasadena Livestock Show and Rodeo welcomed all to the events and invited the <br />Council to have special access. Joseph Thomas and Lynn Sparks of the American Legion Cortez/Norris <br />Post 319 Post reminded all of POW -MIA Day and invited everyone to an upcoming celebration of first <br />responders. Wyatt Smith and Ryan Mathis spoke in opposition to the proposed tax rate. <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda for full discussion upon request by a member of the Council present <br />at this meeting.) <br />a. Approve the election of Mayor Pro Tern Chuck Engelken as the City of La Porte <br />representative and Councilperson Bill Bentley as the alternate representative to the <br />Houston- Galveston Area Council (H-GAC) 2023 General Assembly and Board of Directors <br />and adopt Resolution 2022-19 in support of same. Authorize the City Manager to cast the City's ballot for candidates nominated to the Texas <br />Municipal League Intergovernmental Risk Pool Board of Trustees for a six -year term.
