Authorize the City Manager to execute an amendment to the February 5, 2021, agreement <br />between the City of La Porte and the University of Houston Department of Earth and <br />Atmospheric Sciences, to allow Sandia National Labs to conduct a marine mammal <br />identification experiment at 1010 Bayshore Drive, La Porte, Texas. Adopt Ordinance 2022-3894, amending Chapter 62= Streets, Sidewalks and Other Public <br />Places' of the La Porte Code of Ordinances by revising right-of-way closure application <br />standards and adding Planning and Zoning Commission review. Adopt Ordinance 2622-3895 approving the purchase of real property located at 0 N. 2" <br />Street, legally described as Lot 9, Block 69, Town of La Porte, for an amount not to exceed <br />$20,000.00 and authorize the City Manager to execute any and all documents associated <br />with said purchase.) PUBLIC HEARINGS AND ASSOCIATED ORDINANCES <br />a. The City Council will hold a public hearing to receive comments regarding their <br />consideration of the proposed City of La Porte, Texas, budget for the 2022-23 Fiscal Year; <br />followed by discussion and possible action to adopt Ordinance 2022-3893, approving the <br />City of La Porte Fiscal Year 2022-23 Proposed Budget. [Michael Dolby, Finance Director] <br />Mayor Pro Tern Enaelken opened the public hearing at 6:23 p.m. [announced as 6:25 p.m.] Michael <br />Dolby provided changes from the previously printed proposed budget. Ryan Mathis offered <br />observations about the budget. Mayor Pro Tem Engelken closed the public hearing at 6:45 p.m. <br />i <br />Councilperson Martin previously tiled a conflict of interest affidavit and did not participate in the vote <br />taken on the budget line item for the La Porte-Bayshore Chamber of Commerce funding. <br />adopted, 8-0. <br />7.
