PlanningandZoningCommissionRegularMeeting <br />December4,2014 <br />HighFrequencyTruckUseMap <br />PlanningandDevelopmentDepartment <br />StaffReport <br />ISSUE <br />ShouldthePlanningandZoningCommissionfurtherratifytheHighFrequencyTruckUse <br />Map(HFTUM)aspreviouslypresentedandconceptuallyapproved? <br />RECOMMENDATION <br />StaffrecommendsfurtherratificationoftheHighFrequencyTruckUseMapin <br />accordancewithpreviousdiscussions.Thismapwillalsobeusedasacomponentin <br />futurerevisionstotheTruckRouteOrdinancesubsequentlyconsideredbyCityCouncil. <br />DISCUSSION <br />th <br />AttheNovember17PlanningandZoningCommissionmeeting,staffpresentedthis <br />itemforfurtherconsideration.TherequestwastoratifytheattachedHighFrequency <br />TruckUseMapthatwaspreviouslypresentedandconceptuallyapprovedbythe <br />PlanningandZoningCommissionattheSeptember25,2014PlanningandZoning <br />toChapter106(Zoning).Informal <br />Commissionpublichearingdiscussingmodifications <br />presentationsalsooccurredthroughouttheeighteenmonthChapter106review <br />processinwhichnoobjectionwasposedafterthosediscussions.Thesubjectmapisan <br />administrativemapattachmenttoChapter106whichwasapprovedbytheCityCouncil <br />locationregulationsinChapter <br />onNovember10,2014.Themapimplementstrucking <br />106asafunctionoflanduse,insteadofbytruckroutesreferencedinChapter70.The <br />approvedlanguagereferencestheHFTUMmapwhichisheldintheadministrative <br />officesofthePlanningandDevelopmentDepartmentandpostedonthecitywebsite. <br />Theintendedapprovalsequence,afterapprovalofthe106Chapterwastosubsequently <br />approvetherevisionstotheTruckRouteOrdinance(Chapter70)thatwere <br />recommended.HoweverChapter70isaseparatechapterthatisdirectlyapprovable <br />throughCityCouncil.FormalratificationbythePlanningandZoningCommission <br />reaffirmsthelanduse/truckingelementsimplementationinChapter106untilsuchtime <br />astheTruckRouteOrdinance(Chapter70)canbeamendedbyCityCouncilinthenear <br />future.Whilenotnecessarytomaintaineffectivenessofthemap,isanextrastepthat <br />staffbelievescouldhelpthecityfurtherwithstandanychallengethatmayormaynot <br />besoughtbythedevelopmentcommunityintheinterim.Itwasthereforeadditionally <br />th <br />scheduledforconsiderationattheNovember17meeting.TheCommissiondiscussed <br />1 <br /> <br />
