Box 1t15 0 LA PORTE, TEXAS 77571 <br /> <br />" .-----C -----~C~~C_._~C__/"""L~~___-__L _-~~-~ ___----(___/<; <br /> <br />I <br />L__ ___ <br /> <br />August 24, 1987 <br /> <br />Mayor Norman Malone & <br />Members of City Council <br />La Porte, Texas <br /> <br />Dear Mayor & City Councilmembers: <br /> <br />In accordance with the City's Charter Provisions, I hereby transmit <br />the comprehensive annual budget of the City of La Porte, Texas for <br />fiscal year October 1 , 1987 through September 30, 1988. <br />Responsibility for both the accuracy of the data and the <br />completeness of the data submitted is presented in a manner <br />designed to fairly set forth the financial position of the City's <br />operational needs for the fiscal year. <br /> <br />BUDGET MESSAGE <br />FY 1987-88 <br /> <br />The highlights of this year's Adopted Budget center around the <br />theme of being committed to developing creative administrative <br />approaches in the delivery of public services. Truly the sharper, <br />more competitive we get, the better. <br /> <br />As public servants, we must be more alert and free thinking in our <br />working environment than the private sector. We must account for <br />public expenditures in a manner acceptable to our clients (our <br />c i t i zens) and del i ver a serv ice in the interest of fairness and <br />equity. <br /> <br />La Porte's entrepreneurial spirit searches for more efficient and <br />effective ways of managing. It is willing to abandon old programs <br />and methods. It is innovative, imaginati~e and creative. <br /> <br />The Comprehensive Budget represents staff's efforts to present an <br />expense plan that maintains both the existing service levels and <br />accepts the responsibilities inherited with the maturing bond <br />programs which will be completed during the fiscal year. <br /> <br />2 <br />
