Responsibility for both the accuracy of the data and the completeness of the data submitted is presented in a manner designed to fairly set forth the financial position of the City's operational needs for the fiscal year. BUDGET MESSAGE FY 1987-88 The highlights of this year's Adopted Budget center around the theme of being committed to developing creative administrative approaches in the delivery of public services. Truly the sharper, more competitive we get, the better. As public servants, we must be more alert and free thinking in our working environment than the private sector. We must account for public expenditures in a manner acceptable to our clients (our c i t i zens) and del i ver a serv ice in the interest of fairness and equity. La Porte's entrepreneurial spirit searches for more efficient and effective ways of managing. It is willing to abandon old programs and methods. It is innovative, imaginati~e and creative. The Comprehensive Budget represents staff's efforts to present an expense plan that maintains both the existing service levels and accepts the responsibilities inherited with the maturing bond programs which will be completed during the fiscal year. 2
