With this challenge clearly in mind, the City of La <br />Porte will consider FY 1987-88 as a year of transition. <br />Organizational changes will be and have been implemented and <br />enhanced. Stringent fiscal constraints will place the City in a <br />position to meet the challenge before it. Although change is often <br />difficult to implement, it is necessary in addressing current <br />fluctuations in the La Porte's economic environment. <br /> <br />This Budget has a much different focus than last year. Since La <br />Porte is experiencing some of the economic difficulties felt <br />throughout the State of Texas, our objective is to scale back on <br />new programs, but to preserve our momentum. We have been careful <br />to curtail only in those areas where reductions would not adversely <br />affect current levels of service. An additional challenge \~e face <br />is to absorb the loss of Federal Revenue Sharing. After this year, <br />there will not be any prior year revenue sharing funds to fall back <br />on. <br /> <br />Our efforts to meet these new challenges had the following impact <br />on the 1987-88 budget. <br /> <br />Areas of particular interest to the Council include: <br /> <br />1. <br /> <br />Staff reorgan i zat ion of certa in <br />market conditions of La Porte, <br />organizational effectiveness. <br /> <br />divisions to <br />Texas while <br /> <br />meet the <br />enhancing <br /> <br />2. Implementation of a Pay-For-Performance Plan conducted by <br />Ralph Andersen & Associates. <br /> <br />3. Managing the City's Convention Center for a full year. <br /> <br />4. Opening of La Porte's Municipal Golf Course and providing <br />for the staffing and maintenance of the course. <br /> <br />5. Open ing of Little Cedar Bayou Park and Northwest Pal~k <br />within the City's Park System. <br /> <br />6. Placement of the EHS D i v is ion, Commerc ial Sol id Waste <br />Di vision, and Hunic ipal Airport, Hunic ipal Golf Course, <br />and Sylvan Beach Convention Center into an Enterprise Fund <br />group. <br /> <br />7.
