BUDGET MESSAGE FY 1988-89 Noted as an enterprising year, La Porte's FY 1987-1988 has focused on the timely completion and implementation of a $15.25 million Capital Improvements Program. The budgetary theme has been a commitment to developing "creative administrative approaches in the delivery of public services." This philosophy served us well as the City faced its largest capital improvements program ever and managed, this challenge successfully in. spite of the difficulties arising from the Tax Reform Act of 1986. This 4dministration's accomplishments have included the completion of the 1985 General Obligation Bonds, the 1985 Revenue Bond Series, and the 1986 General Obligat~on Bonds. In the past 24 months, City staff has initiated and will complete a package of $15.25 million in Bond proceeds as follows: $6.0 million in Sewer Infrastructure Improvements- Series 1985 Revenue Bonds $1,0 million in Street Improvements Series 1985 $1.0 million in Drainage Improvements Series 1985 $2.0 million in Parks - Series 1985 $1.0 million in Fire Department Improvements Series 1985 $4.25 million for an 18 hole Municipal Golf Course - Series 1986
