<br />Under the City Charter and State Statutes, the City of La Porte has the authority
<br />simply by ordinance of the City Council to annex additional areas. In the past, the I
<br />City, in order to encourage industrial development in the area, has annexed a strip
<br />surrounding the industries identified herein and executed contracts with each
<br />separate industry as described above. It is anticipated that the present contracts
<br />which expire on January 1, 1993 will be renewed for an additional seven year period, I
<br />at which time the City will expand its annexation to again include at least 25% of
<br />all taxable values in the industrial area. The City, of course, has the right to
<br />renegotiate their contracts in 1993 on any basis acceptable to the City and I
<br />industry; however it would be highly unlikely that the percentage to be annexed
<br />would be less than 25%.

<br />The 1980 U. S. Census reported 17,053 people living within the City of La Porte,
<br />The preliminary census for 1990 indicates a population for the incorporated area of I
<br />27,871, The following table reflects the rate of increase for the past 10 years:

<br />The actual figure for 1990 will not be known until the official results of the
<br />census are published. As with all other municipalities, City staff is reviewing the
<br />preliminary results to assure their accuracy. If the current figure remains as
<br />stated, the increase in population for the last decade is 10,818 or 63.4%.

<br />The City of La Porte provides a full range of municipal services, including police,
<br />fire, emergency medical services, senior citizens center, public improvements,
<br />community development and planning, parks and recreation and general administrative
<br />services, In addition, water and sewer utility, garbage and trash collection, a
<br />municipal airport, golf course and the Sylvan Beach Pavilion are provided,
