field inspection of all building, electrical, plumbing, and mechanical and all other construction <br />and public works related activities within the City. During my administrative tenure, over $ 520 <br />million dollars in construction activity was regulated, including the issuance of 38,000 permits <br />and the performance of approximately 165,000 field inspections. <br />The Neighborhood Services Division consisted of offense, nuisance, zoning, housing, sign and <br />alcoholic beverage enforcement and associated licensing and permitting. The division also <br />performed substandard structure abatement, weed control, junk and debris removal and junked <br />vehicle abatement programs. During my administrative tenure, this division processed 20,200 <br />occupational licenses and permits and performed over 68,300 field inspections. <br />I was responsible for all Department activities through a staff of 28 full-time employees and 15 <br />private contractors associated with weed control, junk and debris removal and junked vehicle <br />programs. I also served as an Ex-Officio member and Administrator of the Amarillo Zoning <br />Board of Adjustment, Building Board of Appeals, Fire Code Board of Appeals, Board of Electrical <br />Examiners, Plumbing Advisory and Appeals Board, Heating and Air Conditioning Advisory and <br />Appeals Board and the Mayor's Advisory Commission for the Disabled. <br />Pecember 1977 to October 1983 <br />CITY PLANNER II, Planning Department, City of Amarillo, Texas; <br />I was the Deputy Department Head and daily operations administrator of the Planning <br />Department, which was responsible for all zoning; subdivision development review and platting; <br />annexations; urban planning and design; land and specialized neighborhood planning; property <br />dedications and vacations; City property sales and purchases; License and Hold Harmless <br />Agreements; Federal Flood Hazard Regulation; Extraterritorial Jurisdiction Regulation; and <br />Comprehensive Planning for the Amarillo corporate and M.S.A. area. <br />The Department also functioned as the primary research and analysis staff for the Amarillo <br />Mayor and City Commission, City Manager and other City Departments. Research and analysis <br />which I directed and also performed included capital improvements programming; departmental <br />operations analysis; statistical research analysis; and miscellaneous projects including campus <br />planning for local college and schools; fire station and library location studies; economic and <br />industrial development forecasting; enterprise fund rate studies; Federal Revenue Sharing and <br />Block Grant fund budgeting and programming and municipal computer systems and services. <br />In this position, I was responsible for all daily operations for this Department having 12 full- <br />time employees. I also served as an Ex-Officlo member and the Administrator of the Amarillo <br />Planning and Zoning Commission and the Board of Appraisal Review. <br />January 1977 to November 1977 <br />ADMINISTRATIVE INTERN, Fayette County (LaGrange) Texas, Pilot County Administration, <br />Planning and Resource Program <br />Graduate School Internship in which I served as the Director of a pilot program sponsored and <br />funded by the Texas Department of Community Affairs, the Capital Area Planning Council of <br />Governments (CAPCOG) and Texas A & M University to determine and evaluate effective future <br />policies and procedures for the possible creation of administrative management, planning and <br />resource development programs for Texas counties.
