In Recommendation #46 of the Northside Plan, City Council directed staff to: <br />Utilize the Three Track Training Program offered by Harris County for Target Area Non-Profit <br />Organizations to mobilize and assist interested partners, including non-profit organizations, to develop <br />more community engagement and develop opportunities for workforce development/training. <br />Comments: <br /> <br />th <br />1.After further discussion with the City Council on Saturday, April 12, staff understands that the City <br />envision staff supporting local efforts by volunteers and non-profit organizations by putting them in <br />touch with training programs and resources that will enable them to be successful. <br />2.Three Track Training Program <br />3.However the Community Development Department of Harris County recommends working with an <br />organization called the Local Initiatives Support Corporation (LISC) of Greater Houston <br />4.The LISC is the largest community development organization in the nation, which focuses on a more <br />comprehensive community development model to build a sustainable community. <br />5.The LISC takes a collaborative approach to helping neighbors build communities and offers financial <br />resources (loans, grants), technical assistance (consulting), and relationships with local and national <br />policymakers to local community development corporations. <br />6.The LISC takes a resident-led approach to comprehensive community development. Since 1989, the <br />LISC and its affiliates have invested over $187 million in Houston, with an additional $443 million <br />leveraged. <br />7.The Community Development Department at Harris County also recommends that we consider a <br />Technical Assistance & Capacity Building <br />8.Go to www.lisc.org/houston/about_us/index.php for more information. <br />9.If the Council wishes to investigate a partnership with the LISC further, then please consider <br />authorizing staff to meet with the LISC staff to determine the needs for a working relationship. <br />
