#12-92000002 <br />P&Z11/15/12 <br />Page3of3 <br />Streets <br />–Thepropertyislocatedapproximately300’eastofSensRoadand <br />rd <br />200’westofNorth23Street(60’widepublicrights-of-way).Currently, <br />thispropertyfrontsNorth‘C’Street.Additionalbuildings,trafficcirculation <br />andparkingwillbereviewedwiththesitedevelopmentplansubmittal. <br />Sinceofficebuilding,mechanicalshop,andstoragearetheprimary <br />functionsofthisfacility,internalconnectivityandparkingshallbedesigned <br />andconstructedinconformancewiththeCityStandards. <br />Utilities <br />–Publicfacilitiesandservicesaresufficienttohandlethesupplyof <br />potablewaterandfireprotectionforproposedextensionofthisfacility. <br />Provisionswillhavetobemadetoensurethatallon-siteinfrastructureor <br />improvementscanaccommodatethewaterandsanitarysewerneedsofthis <br />proposeddevelopment.Thestormwaterdrainageissuewillbereviewed <br />withthesitedevelopmentplan. <br />DevelopmentStrategy <br />–Thehighestuseanalysispresentedbythe <br />applicantrevealsthatthesubjectsitewouldbebetterservedbytheproposed <br />use,whichwouldblendintoanexistinguseoftheadjacentproperty. <br />EconomicImpacts <br />–Extensionofaproposedfacilitywouldhaveapositive <br />economicimpactbythecreationofprimary,secondary,andtemporary <br />constructionjobs.Constructionofabuilding,parking,andstoragewould <br />alsohaveapositiveimpactonthetaxbaseoftheCityandwouldgenerate <br />significantpropertytaxrevenuefortheCityandtheschooldistrict. <br />DepthofZone–AlthoughadepthoftwoblockseastofSensRoadiszoned <br />BusinessIndustrial,thisparticularpropertyisthesecondblockadjacenttoa <br />propertyalreadydevelopedthatfrontsSensRoad.Thereasontwoblocks <br />werezonedassuchallalongSensRoadistoaccommodateappropriate <br />depthforfutureuse. <br />Conclusion <br />:Basedontheaboveanalysis,stafffindstherequestedchangeshouldnot <br />interferewithusesandvalueofnearbyproperties.Itshouldnothavea <br />significantimpactontrafficconditionsintheareaandutilitiesshouldnotbe <br />affected.Inaddition,theapplicanthasdemonstratedthattherequested <br />zoningwouldrepresentthehighestandbestuseoftheproperty.Granting <br />therequestedchangeshouldnotbecontrarytothegoalsandobjectivesof <br />theComprehensivePlan. <br />ActionsavailabletotheCommissionarelistedbelow: <br />RecommendtoCouncilapprovalofthisrezoningrequestfromBusiness <br />IndustrialtoLightIndustrialassubmitted. <br />RecommendtoCouncildenialofthisrezoningrequestfromBItoLI. <br />TablethisitemforfurtherconsiderationbytheCommission. <br /> <br />
