PlanningandZoningCommissionRegularMeeting <br />August21,2014 <br />Chapter106ProposedRevisions <br />assignedtoindividualuses.TheSICwasadoptedin1987andtheUnitedStatesOfficeof <br />ManagementandBudgethassincetransferredtheindustryclassificationsystemtothe <br />NorthAmericanIndustryClassificationSystem(NAICS),whichismorecomprehensive, <br />specifiedandaccuratelyindexescurrentbusinesses.Asaresult,theSIChasbecome <br />obsolete.TheSubcommitteewentthroughtheentireNAICSclassificationmanualand <br />incorporatedthoseclassificationsintheproposedtable.TheSubcommitteealso <br />incorporatedallapplicableͻŅƚƚƷƓƚƷĻƭͼintothenewtable.Inthistable,textthatis <br />ͻĬƌğĭƉͼsignifiesnochangeintheusefromtheconversion,textinͻredͼindicatesthat <br />newinformationwasincludedaspartoftheconversion,andͻblueͼtextindicatesthat <br />theinformationwasinconflictduringtheconversion.Thisconflictcouldhaveoccurred <br />becauseoneSICnumberwassplitintotwoormoreNAICSnumbersorcombinedfrom <br />twoSICnumbers,sothoseuseswerecategorizedaccordingly. <br />Ofnoteforthisdiscussion,thetableincludestheproposedMU,MixedUseDistrict.A <br />morecompletedescriptionofthisdistrictwillbeaddressedlaterinthisstaffreport.The <br />106SubcommitteehasidentifiedthoseNAICSusestheyrecommendincludingaspartof <br />theMUDistrict,includingsinglefamilyresidentialandlimitedcommercialuses. <br />10.AtthedirectionoftheCityCouncil,thePlanningandZoningCommissionhasreviewed <br />possiblemodificationstotheĭźƷǤƭregulationsconcerninghotel/moteldevelopment. <br />TheproposedmodificationshavebeenincludedinFootnote12oftheCommercialand <br />IndustrialUsesTable(Section106310).Thefollowingisalistofthe/ƚƒƒźƭƭźƚƓƭ <br />recommendationsbasedonthediscussion: <br />TheCommissionexpressedconcernwithimposingdistancerequirementsbetween <br />hotel/moteldevelopmentsashotels/motelsproviderevenuetotheCityandalso <br />encouragesupportusesaroundthem,includingrestaurants. <br />ProtectionofresidentialwastheprimarygoalexpressedbytheCommission.The <br />CommissiondiscussedmodifyingFootnote4fromͻğķƆğĭĻƓƷƷƚͼtoͻǞźƷŷźƓ250 <br />ŅĻĻƷ͵ͼThiswouldrequireanyhotel/moteldevelopmentswithin250feetofany <br />residentiallyzonedpropertytobereviewedasaconditionaluse,therebyrequiring <br />publichearingsbeforethePlanningandZoningCommissionandCityCouncil. <br />BecauseusesintheGCzonedistrictareallowedinindustrialzonedistricts,ensure <br />thatthesameresidentialproximityandconditionaluserequirementberequiredfor <br />hotels/motelsthatmaydevelopwithinindustrialdistricts. <br />Requiringallhotels/motelstoinstallasecurityandsurveillancesystemtomonitor <br />theparkinglotareaandingressandegresspointtothebuilding.Suchsystemwould <br />assistthepolicedepartmentintheeventofcriminalactivityatahotelormotel.This <br />requirementcouldbeaddedasanoteonasitedevelopmentplanassociatedwith <br />newconstruction. <br />Section106311,Visibilitytriangle: <br />11.Thissectionwasestablishedtoconsolidateallregulationspertainingtovisibility <br />trianglesintoonesectionandunderonecommonname.Additionallyanewdefinition <br />wasaddedtothe1061,Definitions.ThecurrentversionoftheZoningOrdinancehas <br />referencestovisibilitytrianglesscatteredthroughoutthecodethatcontaineddifferent <br />requirements,whichatsometimeconflicted.Referencestovisibilitytrianglesinsections <br />ofthecodesuchassignageandlandscapinghavebeenrevisedtorefertothissection. <br />4 <br /> <br />
