Planning and Zoning Commission Minutes of April 16, 2015 Page 4 of 5 a.Staff Presentation City Planner Eric Ensey presented the staff report for Special Conditional Use Permit #15- 91000001, requested by Rhonda Carraway to allow construction of a secondary dwelling unit on the property located at 227 S. Y Street. Public hearing notices were mailed to all property owners located within 200’ of the subject site. The city received six responses from the mail-out in favor of the rezone request and one in opposition. b.Applicant Presentation There was no presentation from the applicant. c.Public Comments (for, against, or questions) Mark Jones addressed the Commission. Mr. Jones plans to retire at 227 Y Street. The living quarters will be built above the garage. John Focke, 111 S. Y Street, spoke in favor of the request. Mr. Focke was appreciative of the improvements that have occurred in the neighborhood since the last hurricane. Mr. Focke believes the requested second dwelling will enhance property values in the area. Catherine Focke, 111 S. Y Street, addressed the Commission in favor of the request. Mrs. Focke spoke about the modern trend wherein both children and parents are returning home to be with their families. d.Question and Answer Commissioner Warren inquired as to whether there are other two-story homes in the neighborhood and the response from a member of the audience was “yes.” Close public hearing. 9. Chairman Lawler closed the public hearing at 6:40 p.m. Consider recommendation to City Council on Special Conditional Use Permit request #15-91000001. 10. Motion by Commissioner Barrera to recommend to City Council, approval of Special Conditional Use Permit #15-91000001, with the following conditions: All necessary documentation for building permit review must be submitted in conjunction with the city’s building permit application process.
