Planning and Zoning Commission <br />Minutes of April 16, 2015 <br />Page 4 of 5 <br /> <br />a.Staff Presentation <br /> <br />City Planner Eric Ensey presented the staff report for Special Conditional Use Permit #15- <br />91000001, requested by Rhonda Carraway to allow construction of a secondary dwelling unit on <br />the property located at 227 S. Y Street. <br /> <br />Public hearing notices were mailed to all property owners located within 200’ of the subject site. <br />The city received six responses from the mail-out in favor of the rezone request and one in <br />opposition. <br /> <br />b.Applicant Presentation <br /> <br />There was no presentation from the applicant. <br /> <br />c.Public Comments (for, against, or questions) <br /> <br />Mark Jones addressed the Commission. Mr. Jones plans to retire at 227 Y Street. The living <br />quarters will be built above the garage. <br /> <br />John Focke, 111 S. Y Street, spoke in favor of the request. Mr. Focke was appreciative of the <br />improvements that have occurred in the neighborhood since the last hurricane. Mr. Focke <br />believes the requested second dwelling will enhance property values in the area. <br /> <br />Catherine Focke, 111 S. Y Street, addressed the Commission in favor of the request. Mrs. Focke <br />spoke about the modern trend wherein both children and parents are returning home to be with <br />their families. <br /> <br />d.Question and Answer <br /> <br />Commissioner Warren inquired as to whether there are other two-story homes in the <br />neighborhood and the response from a member of the audience was “yes.” <br /> <br />Close public hearing. <br />9. <br /> <br />Chairman Lawler closed the public hearing at 6:40 p.m. <br /> <br />Consider recommendation to City Council on Special Conditional Use Permit request #15-91000001. <br />10. <br /> <br />Motion by Commissioner Barrera to recommend to City Council, approval of Special Conditional Use <br />Permit #15-91000001, with the following conditions: <br /> <br />All necessary documentation for building permit review must be submitted in conjunction with <br />the city’s building permit application process. <br /> <br /> <br />
