The following is a description of staff's analysis of <br />various considerations: <br />Site Improvements, <br />The site will include a 294 unit multi -family development, a new parking lot with a <br />total of 490 automobile parking spaces, utility connections, and landscaping. <br />Landscaping. <br />The site development plan includes proposed landscaping in accordance with the <br />provisions of Section 10 -600 of the Code of Ordinances. Staff has reviewed <br />the landscaping proposal and finds that it is consistent with the landscaping <br />required in Section 106-600 of the Code of Ordinances. <br />Parkland Dedication and Park Development Fees <br />Section 66.25 of the City's Development Ordinance requires one acre of park land <br />be dedicated for every 93 proposed dwelling units. In this case, the applicant is not <br />proposing to dedicate any parkland to the city. The ordinance also allows for a cash <br />payment in lieu of that dedication. The ordinance requires payment of 490 per <br />dwelling unit to satisfy the cash payment in lieu of land dedication. This payment is <br />due at the time of building permit for each individual dwelling unit. <br />In addition to the cash payment in lieu of land dedication, the applicant is <br />responsible for payment of a park development fee at the time of building permit. <br />Section 66-25(b)(3) of the Development Ordinance requires payment of a 316 <br />fee per dwelling unit. As a result, at the time of building permit issuance for each lot <br />the applicant will be responsible for payment of 490 + 316 = 606 to cover the <br />cash payment in lieu of land dedication and park development fee. <br />Parking and circulation. <br />Section 106-639 of the Code of Ordinances outlines the City's parking <br />requirements for multi -family uses. The requirements are as follows for this <br />development: <br />1 per Studio, 1.5 per one bedroom unit, 2 per two bedroom unit, and 2.5 per <br />three bedroom unit. In this case a total of 520 parking spaces are required by <br />code. Section 106-631 (b) allows for up to 8% of required parking to be <br />developed as landscaped parking islands. This allows up to 42 parking spaces to <br />be developed as landscaped islands. <br />Drainage and detention. <br />The City Engineer has reviewed the proposed drainage plan and has determined <br />that it meets the required standards. <br />Utilities. <br />site utility plan has been submitted and approved by the City Engineer. <br />I <br />
