Landscaping is a combination of trees <br />and shrubs. Existing vegetation is to remainalong the east side of <br />the proposed project. <br />Bond and Insurance Requirements: Per regulations, developer <br />seeking to construct a multi-family development of 100 units or <br />more is required to execute and file with the City a performance <br />and/or payment bond, or alternatively, an irrevocable letter of <br />credit for the amount of $1,000,000 for the lifetime maintenance of <br />the project.This requirement must be fulfilled prior to the issuance <br />of a building permit. <br />Parkland Fees– <br />In accordance with the City’s Development <br />Ordinance, a dedication of land or payment in lieu of land is <br />required. The payment of fees in lieu of parkland equals <br />$145,440.00. This calculation is based on 180 units at $808.00 per <br />dwelling unit. All fees must be paid at the time of building permit <br />issuance. <br />Required Parking – <br />The Zoning Ordinance states that multi-family <br />residential developments require 1.5 space for every bedroom and <br />2.5 parking spaces for 2 bedrooms. Based on parking regulations of <br />the zoning ordinance, the development would be required to provide <br />344 parking spaces. The applicant requestedto provide 258 parking <br />spaces for the facility (86 less parking spaces).The proposed 258 <br />parking spaces for 180 units would provide 1.4 parking spaces per <br />unit.Parking calculations on the site plan shows 258 parking spaces. <br />On September 26, 2013, the La Porte Zoning Board of Adjustment <br />granted approval of Variance Request,which allows a parking ratio <br />of 1.3 spaces per unit for a minimum of 234 parking spaces required <br />for the Mariposa at Pecan Park. The applicant requested flexibility <br />in anticipation of preserving existing trees at site. <br />Economic Development – <br />The proposed project represents a <br />significant positive impact to economic development within the City <br />of La Porte. The development is estimated to have a very positive <br />impact on both the City and school district in terms of property tax <br />revenues. <br />Conclusion/ <br />Recommendation: <br />Staff has reviewed the major development site plan and found it <br />complieswith the Development Ordinance. The site plan is <br />recommended for approvalwith the following conditions: <br />1.Furnish the City a copy of approved Express Review Sheet by <br />Harris County. <br />2.Provide the City a copy of driveway permits by Harris County <br />prior to the issuance of any building permit. <br /> <br />
