PlanningandZoningCommission <br />MinutesofMay15,2014 <br />Page2of3 <br />Discussionorotheractionregardingcurrentandpotentialprovisionsrelatedtohotels/motels. <br />5. <br />PlanningDirectorTimTietjensinitiateddiscussiononarequestbyCityCouncilforthePlanning <br />andZoningCommissiontoreviewandprovidearecommendationonpossibledistancelocations <br />forhotels/motelsandtheirproximitytoresidentialuses. <br />CommissionerHootexpressedconcernwithobsolescenceofstructure,sohesuggesteddesign <br />standardsforhotels/motels,includinglargerceilingheightsandroomssizestohelpwith <br />redevelopmentofthepropertyshouldthebuildingbeutilizedinthefutureforadifferent <br />purpose. <br />CommissionersrecommendedCityCounciltakeintoaccountthefollowingwhenconsidering <br />possibleamendmentstothe/źƷǤƭhotel/motelprovisions: <br />TheCommissionwasnotinfavorofimposingdistancerequirementsbetween <br />hotels/motels. <br />ConsideramendingtheCodeofOrdinances,Section106441,TableA,Footnote4,from <br />ͻğķƆğĭĻƓƷƷƚͼtoͻǞźƷŷźƓ250ŅĻĻƷͼandrequireaspecialconditionalusepermitforany <br />hotel/moteldevelopmentwithin250feetofanyresidentialdevelopment.Thiswould <br />alsoapplytohotels/motelsthatmaydevelopwithintheindustrialzones,sinceusesin <br />theGCzoningdistrictarealsoallowedintheindustrialzones. <br />DiscusscreationofaMixedUseZoneDistrictforinclusionintheChapter106Zoning <br />6. <br />OrdinanceReview. <br />CityPlannerEricEnseyprovidedanoverviewfortheproposedMixedUseZoningDistrict,which <br />theChapter106reviewsubcommitteehasbeenworkingonforinclusionwiththeChapter106 <br />amendments.Mr.EnseydescribedtheMixedUseDistrictasgenerallyanareawheremixesof <br />commercialandresidentialusesareallowedinthesamebuilding.Theareassuggestedformix <br />usezoningarethecircleparcelsadjacenttoSylvanParknearthebayfront. <br />Commissionersdiscussedtheprosandconsofallowingmixedcommercialandresidentialuses <br />withinthesameparcel. <br />CommissionerHootrequestedCityAttorneyKnoxAskinslookintowhetherornottheCitycould <br />requirecommercialspecificationsforalowdensityresidentialuse. <br />ChairmanLawlerallowedforinputfromtheaudience.JudyNeiuwenhaus,andherhusband <br />Roelof,resideupstairsoftheirdownstairsbusinesslocatedat319E.MainStreet.The <br />bĻźǒǞĻƓŷğǒƭƭalsoownpropertyinoneofthecircleparcelsbeingdiscussedformixeduse <br />zoning.Duetoitscurrentzoning,thecouplehasbeenunabletoeitherbuildahomeortosell <br />theproperty.Mrs.NeiuwenhausthankedtheCommissionforworkingtowardschangesthat <br />wouldhelpthemutilizetheirproperty. <br /> <br />
