Currently, there <br />are two regional computer forensic labs serving Harris County: Greater Houston <br />Regional Forensic Lab serves over forty counties with a waiting period of six-nine <br />months. The Houston Metro Internet Crimes Against Children also has a lab, only <br />assisting in cases involving child exploitation only and with a waiting period of at least <br />three months. As a law enforcement agency, we recognize the immediate need for <br />equipment to assist our agency and others in our area, involving such technologies. We <br />stand ready to serve in this capacity and have personnel ready to fill these positions and <br />share such technological investigative tools with our fellow law enforcement agencies in <br />Harris County and adjacent counties. This will have an impact on the aforementioned <br />crimes in our metropolitan area. Such technology is rapidly changing and digital devices <br />are an integral part of our lives. We are applying for funds to purchase forensic analysis <br />equipment to assist in this endeavor. Such equipment is necessary to have a positive <br />impact on wait times for criminal analysis, immediate follow up, investigative leads and <br />prosecutions. <br /> <br />Problem Statement: <br /> <br />Please provide a detailed account in the Problem Statement section of the existing issues <br />your project will target. <br />Enter your problem statement: <br /> <br />The project will specifically target criminal actions related to child sexual exploitation, <br />human trafficking, drug trafficking, homicide investigations and other criminal acts <br />wherever digital technology and related evidence is utilized. The capturing of such digital <br />forensic evidence will be crucial in successful prosecutions and with possibilities of <br />leading to other suspects in the criminal hierarchy. The acquisition of such forensic <br />equipment will enable our agency to slash critical wait times vital in speedy <br />investigations, before such digital information can be corrupted or disappear. It will also <br />enable us to strengthen our investigatory results and criminal prosecutions, leading to <br />more guilty verdicts and putting criminals in jail, limiting further victimizations of <br />children and others. In addition, our awarding of funds will enable us to share our <br />acquisition of such technology with others in our area, taking off a critical load to the few <br />other capable agencies who are overloaded with attempting to address such assistance <br />to law enforcement agencies. We stand ready to commit to utilizing such awarded funds <br />to acquire this technology not only for our specific agency, but to share it with others to <br />have an area wide impact on crime and solutions to such crime in the Houston <br />metropolitan area.
