<br />The City Council of the City of La Porte met in a regular meeting on Monday, August 13, 2019, at the City Hall
<br />Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following in attendance:
<br />Councilpersons present: Louis Rigby, Brandon Lunsford, Steve Gillett, Danny Earp, Chuck Engelken, Bill Bentley,
<br />Thomas Garza, Jay Martin, Nancy Ojeda
<br />Councilpersons absent: None
<br />Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary
<br />1. CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m.
<br />4. (Items 2-4, 5a, 5b, and 8-9 handled on August 12, 2019.)
<br />5. STATUTORY AGENDA
<br />(c) Presentation, discussion, and possible action regarding the City of La Porte Fiscal Year 2019-2020
<br />Proposed Budget. [Corby Alexander, City Manager]
<br />(Discussion resumed at 6:00 p.m.) The City Manager agreed to the inclusion of $185,194 for a Facilities
<br />Maintenance Division and provide direction for how that could be best arranged. The Council took a ten-minute
<br />recess at 7:47 and reconvened at 7:57 p.m.
<br />Councilperson Martin signed a Conflict of Interest affidavit concerning the Chamber of Commerce contract as
<br />a part of the Hotel/Motel Fund budget and did not participate in the discussion of that part of the evening. Jeff
<br />Martin of the La Porte-Bayshore Chamber of Commerce also answered questions for the Council. Without
<br />objection, the Council agreed to increasing the annual contribution to the Chamber to $165,000 in the new
<br />contract beginning in 2020. Without objection, the Council asked Parks Director Ros Epting to let the Heritage
<br />Society know they were not inclined to take on the part-time employee and relay they were willing to increase
<br />the funding to $6,480.
<br />(d) Presentation, discussion and possible action regarding a recommended date for holding the public
<br />hearing on the City of La Porte's Fiscal Year 2019-2020 Proposed Budget. [Shelley Wolny, Treasurer]
<br />Councilperson Engelken moved that the public hearing for the City's FY 2019-2020 Proposed Budget be held
<br />on September 9, 2019, City Council meeting; the motion was adopted, 9-0.
<br />6. REPORTS
<br />(a) Receive a report on the Drainage and Flooding Committee Meeting. [Councilperson Jay Martin]
<br />Councilperson Martin reported on the Drainage and Flooding Committee met on Monday and reviewed grant
<br />application, noting several had been downgraded and delayed by the grantors. He said the Committee would
<br />meet again on September 9.
