Rigby, Mayor\] <br />b.Recognition of 2021 City University participants\[Louis R. Rigby, Mayor\] <br />c.Recognition of City employees for years of service\[Louis R. Rigby, Mayor\] <br />d.Recognition of the Employee of the Third Quarter -Kelly Lathrem, EMS Captain \[Louis R. <br />Rigby, Mayor\] <br />4.CITIZENCOMMENT(Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br /> <br />Terry and Mark Matthews spoke about their concerns over a floodplain permit. Phillip Hoot <br />congratulated Mr. Alexander for the quality of the staff andrecommended City U. He also spoke against <br />bureaucracy, overbuilding of similarbusinesses, and the prevalence of junk storage lots. <br />5.CONSENTAGENDA(Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda for full discussion upon request by a member of the Council present <br />at this meeting.) <br />a.Approve the minutes of the regular City Council meeting held on October 25, 2021. \[Louis <br />R.
