• <br />�. Recycling of in-house used oil has been a standard practice for the <br />(_• City of La Porte for many years. Recent market developments, as <br />well as the changing legislative environment, have created an <br />opportunity for enhancement of this program. From a beginning of <br />collection and sale of the City's used oil, the program was <br />expanded to provide a disposal source for citizens at the Recycling <br />Center, and is now available continuously with the placement of a <br />collection container at the service Center. Through a recently <br />received grant from the Texas Water Commission, the City now <br />provides six (6) additional sites for collection of used oil with <br />the cooperation of several local businesses. <br />In June 1991, the City opened the Recycling Center, a manned drop- <br />off site, open the first and third saturday of every month. From <br />modest beginnings, the Center has matured to one of the few <br />successful sites operating in the area, patronized by La Porte <br />citizens as well as citizen from the surrounding area. <br />The development of markets for materials collected is one of the <br />most important elements in a successful program. Over the years, <br />the markets have stabilized, thanks to the demand for recyclables, <br />as well as technology advances. <br />One of the most important developments is the completion of the <br />Champion De -inking facility recently completed. A contract, <br />patterned on the City of Houston, was negotiated, resulting in a <br />100% increase, from $10 to $20 per ton for newsprint. <br />t Additionally, magazines, which had no previous market, are sold for <br />$12.50 per ton. These two materials comprise the majority of <br />material received, by volume and weight, at the City's Recycling <br />Center.
