It is unclear whether FAA <br />regulations allow unlicensed pilots; such as mechanics, <br />etc.; to taxi aircraft. Motion was made by Member Cliff <br />Hyde, and seconded by Member Debbie Rihn, to table <br />discussion on Rule 11 until more information can be <br />obtained. Motion was unanimous. The Board was polled, and <br />it was decided to meet again on June 28, 1989 at 6:00 P.M. <br />to make a decision on Rule 11, and any other rules that were <br />not resolved. <br />H. No change to Rule 12. <br />I. No change to Rule 14. <br />J. No change to Rule 15. <br />K. No change to Rule 16a. <br />L. No change to Rule 16b. It was requested that grounding of <br />aircraft and refuelers be referred to the Fire Code Review <br />Committee. <br />M. No change to Rule 16c. <br />N. No change to Rule 16f. Fire Code Review Committee will also <br />be requested to examine this rule for clarification. <br />O. No change to Rule 18a. <br />P. There was extensive discussion on Rule 18b. Steve Gillett <br />objected to any revision to the rule that would allow <br />aircraft engines to be propped, started, or left running <br />without qualified personnel at the controls. He cited the <br />liability to the City if an accident occurred, if exceptions <br />were allowed to the rule, which is the suggested rule in the <br />model FAA rules. Pilots, FBO's, and other Board members <br />cited the need to allow exceptions, "if properly secured". <br />A motion was made to amend the rule to add "unless properly <br />secured" by Member Debbie Rihn and seconded by Vice-Chairman <br />Larry Tucker. Motion was approved, with Secretary Steve <br />Gillett voting no. <br />Q. Revised Rule 18c to read "aircraft" engines. <br />R. No change to Rule 21d. <br />S. Revised Rule 22 to read "unloading passengers and/or cargo". <br />T. No change to Rule 23. <br />U. Revised Rule 24 to read "take-offs and landings should be <br />made". <br />V. No change to Rule 25. <br />
