Mayor Thomas reported on the meeting that <br />he and Commissioner Price attended, June 26, <br />1973 in the Houston City Council Chambers <br />regarding the proposed rapid transit authority <br />for the Houston area. Mayor Thomas stated <br />this was a public hearing, which was the first <br />of two public hearings necessary for the City <br />of Houston to create a temporary transit <br />authority. The authority would then call a <br />referendum to attain permanent status and <br />authorize a vehicle emissions tax. Mayor <br />Thomas stated he spoke in opposition to <br />the creation of the authority, as he felt <br />this would be taxation without representation <br />and that he also questioned the method of <br />selecting the nine members of the Board. <br />He said the City of Houston would have <br />five members on the Board, while the remaining <br />members would be appointed by the county <br />appointing two, and the outlying cities <br />appointing two, thus giving the City of <br />• Houston control of the Board.
