3 <br /> <br />Regular Meeting 7/2/73 - continued <br />AYES: Commissioners Christensen, Kibodeaux, <br />Price and Boyle. <br />NAYS: None. <br />CAPTION: <br />AN ORDINANCE ESTABLISHING SPEED LIMITS DURING <br />CONSTRUCTION ON A PORTION OF SH 146 WITHIN THE <br />CITY LIMITS OF LA PORTE; PROVIDING A PENALTY <br />FOR THE VIOLATION THEREOF; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />+ + + <br />5. Motion by Comm. Price, seconded by Comm. <br />Christensen to approve the installation of <br />a street light at 11th and Polk Streets. <br />Motion carried by the following vote: <br />AYES: Commissioners Christensen, Kibodeaux, <br />Price and Boyle. <br />NAYS: None. <br />• + + + <br />6. Mayor Thomas reported on the meeting that <br />he and Commissioner Price attended, June 26, <br />1973 in the Houston City Council Chambers <br />regarding the proposed rapid transit authority <br />for the Houston area. Mayor Thomas stated <br />this was a public hearing, which was the first <br />of two public hearings necessary for the City <br />of Houston to create a temporary transit <br />authority. The authority would then call a <br />referendum to attain permanent status and <br />authorize a vehicle emissions tax. Mayor <br />Thomas stated he spoke in opposition to <br />the creation of the authority, as he felt <br />this would be taxation without representation <br />and that he also questioned the method of <br />selecting the nine members of the Board. <br />He said the City of Houston would have <br />five members on the Board, while the remaining <br />members would be appointed by the county <br />appointing two, and the outlying cities <br />appointing two, thus giving the City of <br />• Houston control of the Board. He stated that <br />Approval of street <br />light at 11th & <br />Polk Streets. <br />Mayor Thomas & <br />Comm. Price <br />report on meeting <br />with City of <br />Houston regarding <br />proposed rapid <br />transit system. <br />
