ADDRESS COMMISSION REGARDING BOND ISSUE (CONTINUED) <br />regarding the upcoming bond election; who the bond election is <br />really for - citizens of La Porte or special interest groups; <br />possible illegal meetings held by the Commission with the City <br />Engineer at his home; with the Fiscal Agent at the Yacht Club; <br />possible illegal or improper acts by offering free water and <br />sewer service to an official; the garbage problem in Fairmont <br />Park involving the contractor dumping too much garbage in the <br />dump; possible grand jury threat, regarding same. <br />Mr. Spradling further stated he felt that the Commission should <br />have had a public hearing for the citizens to bring back recom- <br />mendations for needs for a bond election; why there was a sepa- <br />rate election for the bond election and not held with the annual <br />election in April. <br />The City Administrator explained that the upcoming bond election <br />of 3.25 million dollars would be two million dollars to be spent <br />on sanitary sewer line rehabilitation, and a new plant; and <br />one and one-fourth million would be spent for water. <br />Commissioner Simons stated that in regard to possible illegal <br />• or improper acts by offering free water and sewer service to <br />an official, the offer was made during a time of critical illness <br />but was not accepted. It was determined that the City does try <br />to help citizens during hardship emergencies. <br />Commissioner Cline stated that during her husbands severe illness, <br />the Commission had offered to extend her water and sewer service, <br />which was deeply appreciated but was not accepted; further stated <br />that she did not appreciate the harassment to the Commission; and <br />the fact that the Commission was continually trying to please. <br />Mr. Robert Cline stated that he felt an apology was due him <br />because of the accusation of theft. <br />Mr. Spradling stated that he felt he owed no apology. <br />Commissioner Tomerlin stated that implications of wrong doings <br />had been made and perhaps Mr. Spradling should submit these to <br />the Grand Jury. He further stated that he would be glad to testi- <br />fy before the Grand Jury. Commissioner Tomerlin further discussed <br />the meetings held before he had even been sworn in as an official <br />could have been improper, but were only considered as social events; <br />and no matter how large the bond issue might be, could never correct <br />all the ills of the City. <br />• + + + <br />
