JOINT PUBLIC HEARING WITH CHARTER REVIS-ION COMMITTEE (CONTINUED) <br />City Managers are trained in so many areas and elected <br />persons are not expected to know all of these things. <br />Mr. Pfeiffer further stated that at no time did the Committee <br />talk about a minority and no thought to what districts anyone <br />would run in. They basically went down Main Street and divided <br />the City at the Railroad. <br />X. Mr. Bill Love stated that he did not feel that changing <br />from the Commission form of government to the Council form of <br />government would improve quality. <br />Mr. Love stated that the City Administrator was a very competent <br />that he should be allowed to manage and he should be paid well; <br />and further stated that changing the form of government would <br />not improve the quality or continuity. <br />Mr. Love asked who was the person that first said "Let's change <br />the Charter." <br />• Mr. Pfeiffer stated that he probably was. <br />Commissioner Kibodeaux suggested that the hearing be recessed <br />and give Mrs. Riley an opportunity to bring back a map with her <br />proposal for districts. <br />Mayor Meza asked .that Mrs. Riley and Mr. Daniel bring back their <br />proposal of the district map for consideration. <br />Mr. Daniel stated that he would not bring back a map because <br />it would do no good without the cooperation of everyone. He <br />knew there had been some changes made. <br />Mrs. Riley asked for a Black count again on the North Side. <br />Mr. Spradling asked how many members there were on the Charter <br />Revision Committee and how many votes there were for and against? <br />He further stated that he assumed from the discussion that it was <br />not unanimous. <br />Commissioner Simons stated that the Charter Revision vote was <br />unanimous. However, the vote for the districts was five for <br />and three against. <br />Motion by Commissioner Kibodeaux, seconded by Commissioner Tomerlin <br />that the public hearing be recessed until Wednesday, September 26, <br />1979, immediately following the work shop which begins at 7:00 P.M. <br />
