• <br />• Minutes - Reconvening September 19, 1979 3 <br />Meeting on September 26, 1979 <br />2. RECONVENE PUBLIC HEARING WITH CHARTER REVISION COMMITTEE (CONTINUED) <br />A. Mrs. Eugenia Riley was recognized and expressed appreciation <br />to the Commission for the opportunity to consider revising the <br />proposed districts. <br />Mrs. Riley presented a map and made a presentation on the <br />proposed districts asking for six districts. Mrs. Riley <br />stated that they were asking for only one. Colored person; <br />asking in good faith; further stating that she was .not <br />threatening, but would go to the Justice Department if the <br />six districts were not proposed. <br />Mrs. Riley stated that the needs of the North Side were not <br />the same as the needs of Fairmont Park. <br />After a general discussion, Mrs. Riley requested that the <br />map she had presented be studied .and .then returned to her to <br />take. to the Justice Department, if necessary. <br />Mrs. Riley thanked the Commission and was seated. <br />• Mayor Meza asked for Commission comments. <br />Commissioner Kibodeaux asked for an opportunity to meet with <br />the Charter Revision Committee to review the proposed district <br />lines as presented by Mrs. Riley <br />Commissioner Cline stated that she thought that Gail Hamilton, <br />Assistant City Attorney, had some figures to present, that <br />should be of interest. <br />Ms. Hamilton addressed the Commission and stated that from <br />the 1979 election results of the number of persons that vote, <br />if the City were divided into six districts, there would be <br />approximately 201 in each district to vote and it would take <br />101 votes to win. That would be if the voting was equal in <br />each district. There was no way to tell how the voting turn <br />out would be. <br />Commissioner Cline stated that with the four district and two <br />at large positions, the two at large would not be looking at <br />districts but the entire City. <br />Commissioner Tomerlin expressed concern, stating as proposed <br />for six districts, you would only be voting for two people. <br />The district from which you lived in and the Mayor. <br />
