Lengthy discussion followed concerning the City of Morgan's Point's election process. Motion was made by Councilman Tomerlin to accept the agreement as presented and asking the City of Morgan's Point to stipulate 14. Motion was made by Councilman Kibodeaux to award the contract for a self-propelled pneumatic tired roller to Fogle Equip- ment Co. at bid price of $23,950.00 as recommended by the Director of Public Works. The motion was seconded by Council- man Simons. The motion carried 4 ayes and 0 nays. Ayes: Councilmen Tomerlin, Kibodeaux, Cline, Simons Nays: None 15. Mr. Melton Kuhn, Vice President of Big Three Industries, Inc., appeared before Council in reply to numerous complaints re- . ceived concerning noise emitted by the Big Three Plant on Fairmont Parkway. Mr. Kuhn introduced Dennis Mucha, Safety Director and Sid Peters, Logistics Manager. Mr. Kuhns stated new silencers have been ordered, these devices have been custom built and were ordered on September 22, 1980. They have been shipped on October 31 and should be received on November 7. The plant will be down for approximately 12 to 24 hours while the silencers are being installed and they should be in opera- tion by the 15th of November. Mayor Meza and the Council thanked Mr. Kuhn for his cooperation and for taking time to appear before the City of La Porte Council. 16. The City Council discussed setting a date for Public Hearing under the Public Utility Regulatory Act of 1978. Motion was made by Councilman Tomerlin to set June 24, 1981 as a date for Public Hearing under the Public Utility Regula- tory Act of 1978. The motion was seconded by Councilman Simons. Administrative Reports: City Manager Hudgens reported he had had a telephone call from • Gary Anderson, Administrative Assistant with the Texas Municipal Retirement System, stating the TMRS Legal Council has prepared an ordinance that will grant prior service credit to the La Porte employees who previously served with the City of Lomax. by Councilman Simons.
