<br />• Page 4, Regular Meeting, 12/3/80 <br />the City Attorney, Planning and Zoning finds their recommenda- <br />tion does not fall within the terms of Ordinance #780XX, <br />which requires container storage and repair be placed in an <br />industrial zone. Planning and Zoning and the City Attorney <br />recommend a public hearing be set to re-zone the property to <br />permit this use. <br />Mr. Stanley Florance and Mr. Hoyt Gibbs answered any questions <br />the Council had. Motion was made by Councilman Simons to set <br />January 7, 1981 at 7:00 P.M. as a date for "Public Hearing" <br />on this project. Seconded by Councilwoman Cline. The motion <br />carried, 3 ayes and 0 nays. <br />Ayes: Councilpersons Cline and Simons; Mayor Meza <br />Nays: None <br />10. Larry Barrows, representing Layne Texas, presented a TV tape <br />made in water well #2 at Fairmont Park. The tape revealed a <br />crimp in the well casing, allowing sand to infiltrate the well. <br />This crimp is due to shifting of the different water sands. <br />Barrows proposes to hammer the crimp out slowly to try to pre- <br />vent any damage to the casing and then place a new screen <br />permanently in the well. The cost at this time is in excess <br />• of the $30,000 Barrows quoted on his visit to Council a few <br />weeks ago. He now projects the cost at around $50,000 to <br />$60,000. He stated he felt the well would continue for some <br />time to be one of the best producing wells La Porte has. City <br />Council unanimously authorized Layne Texas to proceed with <br />the well project. <br />11. Administrative Reports: <br />Dave Corbin reported on the progress of the Water Bond Project <br />#4 being done by Jess Lovelace. Corbin reported the project <br />over 32~ complete. Estimate #2 for month of November is com- <br />plete and in the hands of Accounting. The line from the <br />airport east down North D and into Battleground Vista and to <br />26th Street is in service. The line on 8th Street is being <br />chlorinated and tested. They are moving in on Barbour's Cut <br />Boulevard this Friday. <br />Mayor Meza asked that the Engineers furnish a chart of fire <br />hydrant and cut off valves to Public Works and the Fire Depart, <br />ment. Corbin agreed. Carbin reported on the bids he had <br />taken to Austin on the sewer plant project and the minority <br />business information. E.P.A. found all things to be in order, <br />and he expects to get an O.K. to award the contract in a couple <br />of weeks. <br />• Hudgens relayed to Council an error made in the water billing <br />by Ad Valorem Computer Service and their letter correcting <br />that error set at their cost. <br />
