Ayes: Councilmen Tomerlin, Kibodeaux, Simons Nays: Councilwoman Cline Cline asked to qualify her reason for her position in this matter. She stated she was not opposed to the sale of the Certificates of Obligation, she is opposed to the amount since the Council had, she thought, designated funds out of the budget last year and then had allocated funds in this year's budget for the Service Center. She felt there was only a need for approximately $500,000. to be sold. City Attorney Askins read: AN ORDINANCE AUTHORIZING THE ISSUANCE, SALE AND DELIVERY OF THE CITY'S CERTIFICATES OF OBLIGATION, SERIES 1980, IN THE AGGREGATE PRINCIPAL AMOUNT OF $800,000, PROVIDING THE DETAILS RELATING THERETO AND DE- CLARING SAID ORDINANCE EFFECTIVE IMMEDIATELY UPON ITS ADOPTION. Motion was made by Councilman Simons to pass and adopt Ordi- nance No. 1241 as read by the City Attorney. Seconded by Councilman Tomerlin. The motion carried, 3 ayes and 1 nay. Ayes: Councilmen Tomerlin, Kibodeaux, Simons Nays: Councilwoman Cline . 4. The minutes of the Regular Council Meeting of December 3, 1980, were presented for approval. Councilwoman Cline asked that an addition be made to item 3 to indicate that the bids received were for two tractors and two mowers. Councilwoman Cline made a motion to accept the minutes of the December 3, 1980, meeting as corrected. The motion was seconded by Council- man Simons. The motion carried, 3 ayes and 0 nays, 2 abstain. Ayes: Councilwoman Cline, Councilman Simons, Mayor Meza Nays: None Abstain: Councilmen Tomerlin and Kibodeaux due to their ab- sence from the December 3 meeting. 5. A recommendation by the Engineering firm of Busch, Hutchison and Associates, Inc. , and Public Works Director Hodge con- cerning the bids received on November 19 for the La Porte Public Works Facility Job Number 79-2154 were reviewed by Council. Motion was made to accept and award the bid sub- mitted by Lee Rowe Construction Company of Houston, alternate V in the amount of $776,850.00 by Councilwoman Cline. Seconded by Councilman Simons. The motion carried, 4 ayes and 0 nays. Ayes: Councilman Tomerlin, Councilman Kibodeaux, Council- woman Cline, Councilman Simons Nays: None Councilwoman Cline questioned the 180 days stated in the con- . tract.
