~ ~ <br />• Minutes, Regular Meeting - January 7, 1981, Page 2 <br />JOINT PUBLIC HEARING <br />LA PORTE CITY COUNCIL AND PLANNING & ZONING COb4MISSION <br />January 7, 1981 <br />Mayor Meza established that a quorum was present of both <br />the Council and Planning and Zoning. <br />Mayor Meza stated this Public Hearing was being held to con- <br />sider the request by the Glenor Corporation to rezone tract 5, 6, <br />7, and 9 out of the Enoch Brinson League from Commercial to Industial. <br />He asked that those persons present who wished to address the Hear- <br />ing come forward to the microphone and state their name and address. <br />Mayor Meza recognized Frank Muller, 2114 North Highway 146, <br />who spoke in opposition to the rezoning of the tract under consider- <br />ation. Muller stated that at the time his property was annexed <br />into the City he was promised protection from Port related industries. <br />He also related that his property was in the process of being sold. <br />Mayor Meza recognized Fred Hartman of Baytown, who appeared <br />. to represent his wife, Elizabeth Black Hartman, and John Black, <br />owners of the tract of land to the north of the tract being con- <br />sidered for rezoning. Hartman point out that his wife is a native <br />of La Porte and has a deep interest in everything that occurs in <br />the La Porte community. They expressed their extreme confidence <br />in the City Council taking whatever action is in the best interest <br />of the public. Hartman stated at this time the Black property <br />has been sold and is in the hands of a title company for closing. <br />Mayor P4eza recognized Stanley Florance, who spoke as the <br />representative of Glenor Corporation and Trans-Continental Services. <br />Florance spoke of the studies that have been done concerning land <br />use for this tract of land under consideration. He reviewed the <br />proposal by Trans-Continental concerning the schedule of develop- <br />ment and asked that the persons making the decision look favorably <br />at this rezoning request. <br />Mayor Meza recognized Hoyt Gibbs, President of Trans-Continental <br />Services. Gibbs discussed the Trans-Continental project. He <br />stated it was their desire to retain as much of the natural beauty <br />as possible by saving a number of the trees on the 47 acre site. <br />The venture would offer 130 new jobs to the La Porte job market. <br />It would bring in $ in sales tax alone. Gibbs stated <br />they had met with and had commitments from the Texas Highway Depart- <br />ment concerning access roads and there would be caution lights to <br />bring attention to the truck entrance. Gibbs answered questions <br />from the Council concerning taxes and working hours. <br />Mayor Meza recognized Bruce Angel. Angel stated he felt it was <br />to the entire City's best interest to rezone this property to retain <br />
