<br />r: <br />• Minutes, Regular Meeting - January 7, 1981, Page 4 <br />Motion was made by Councilwoman Cline to table the rezoning <br />of Tract 5, 6, 7, and 9 for further study. The motion was seconded <br />by Councilman Kibodeaux. <br />Mayor Meza stated the motion and second were out of order and <br />asked that the second be withdrawn to enable Councilwoman Cline to <br />withdraw her motion since the matter had not been brought for <br />question and the Planning and Zoning Commission has not made their <br />recommendation. <br />Councilman Kibodeaux withdrew his second. <br />Councilwoman Cline withdrew her motion. <br />Mayor Meza declared the Joint Hearing on thact 5, 6, 7 and 9 <br />to be closed at 8:22 P.M. <br />P+Iayor Meza stated this part of the Joint Public Hearing was <br />to consider the pros and cons of rezoning Outlots 56, 57, 58, 61, <br />63, 64 and 65 from Residential to Commercial. He asked that those <br />persons present who wished to address the Hearing come forward to <br />the microphone and state their names and addresses. <br />• Kenneth Schick, Houston, Texas, spoke as the developer of the <br />site, laying before Council the plan for a shopping center and a <br />group of apartments. <br />Chip Stockard, Houston, Texas, advised Council he felt the <br />site was well suited for such a development. <br />There being no one else to come before the Hearing, the Plan- <br />ning and Zoning Commission retired to the conference room to dis-~ <br />cuss further the things heard tonight. <br />The Hearing reconvened at 8;55 P.M. <br />Chairperson Muston spoke on behalf of the Commission. Muston <br />stated the Commission is in agreement, favoring the rezoning of <br />the 45 acre tract of Florance property from Commercial to Industrial. <br />Chairperson Muston stated it is the contention of Planning <br />and Zoning that Outlots 56, 57, 58, 61, 63, 64 and 65 should be <br />rezoned from Residential to Commercial. <br />Councilman Malone asked if he might review a few facts with <br />the Council. He brought to Council's attention the studies done <br />by Glenor Cozporation showing the Florance property to be unsuit- <br />able for residences, the need this day and time for employment, <br />the fact that this project would not only bring taxes to the City <br />• but the salaries paid will be spent in La Porte. He then reviewed <br />the statement by a professional apartment, townhouse builder who <br />states the property is unsuitable for such residences. He then <br />
