<br />• MEMORANDUM <br />March 3, 1981 <br />TO: Mayor and City Council <br />FROM: Planning and Zoning Commission <br />SUBJECT: Request for Rezoning from Commercial to Industrial <br />Under Ordinance 780XX, Pierside Industries <br />On March 2, 1981, Planning & Zoning met to consider a <br />request from Pierside Industries to rezone a 13-acre tract <br />from Commercial to Industrial. No representative of Pier- <br />side Industries was present. <br />Subject property lies 22 blocks south of Fairmont Parkway <br />with frontage on 16th Street. Pierside Industries proposes to <br />construct a facility for storage and repair of oceanic containers. <br />Purchase of the property was contingent upon such use. A letter <br />to the seller, Mr. Stuart Haynsworth, from the City Inspection <br />Department verifies such use to be consistent, at that time, <br />• with the Commercial zoning classification. However, that letter <br />has been superceded by Ordinance 780XX. <br />Pierside Industries' request was denied. The following <br />reasons for denial were cited: problems with truck traffic, <br />visual pollution, possibility of radioactive materials leakage, <br />noise level, and proximity to local housing. Planning & Zoning <br />feels the need for more information regarding the container <br />industries, and better guidelines for placement of such facilities. <br />After discussion with Mr. Phillip Beeson, manager of Pier- <br />side Industries, I find that he was not notified of last night's <br />meeting.
