• <br />• Minutes, Regular Meeting, November 4, 1981 <br />Page 2 <br />• <br />gave me additional time to explain my request for the re- <br />zoning of tracts 12 and 21 and the "Special Use Permit" for <br />container repairs and storage. <br />I don't have to explain to you that since Barbour's Cut Termi- <br />nal was put in this area it has and will change the entire <br />structure of this area to quite some extent. When I came first <br />to Houston in 1979, I was convinced .that this area would be <br />the future site for the hub of container operations, especi- <br />ally with the plans of the Port Authority to increase numbers <br />of ships berths up to double the present number. When I ap- <br />proached back in August the City of La Porte with my plans <br />for said tracts 12 and 21, I was told by the Planning and <br />Zoning Commission that my request fit the long term zoning <br />plan because the sites north of Barbour's Cut Boulevard and <br />east of Highway 146 are dedicated from container and other <br />port-related operations. T'is my opinion that it is advisable <br />that a City like La Porte that is so close to a major con- <br />tainer terminal is prepared with the proper zoning for these <br />kinds of operations instead of allowing or just accepting <br />• container facilities all over the City. Where else would be <br />a better area than north of Barbour's Cut Blvd. and east of <br />Highway 146? It is still close enough to the port terminal <br />to facilitate profitable operations, which includes good and <br />easy entrance off of the main traffic routes. <br />Second, there are already-two major container outfits in this <br />area, and third, Fort Authority already owns a lot of other <br />tracts in this area and will use these sites for similar opera- <br />tions. Finally, there's a big landfill which cannot be used <br />for any commercial operation within the next time of period. <br />All these new facilities will create a big improvement economy- <br />wise within the future period and create a lot of new jobs, <br />and by that will attract additional business like warehouse <br />and even production plants. There will be additional basic <br />income and general improvement for the City of La Porte. <br />This planned facility here in La Porte will create, after the <br />first year's operation, at least 25 new jobs. The complete <br />investment will be more than one million U. S. dollars. Just <br />the improvements without the cost of the land itself, and will <br />go more or less into local business, as several people from <br />the public can judge from issuing bids to me. <br />With our knowledge in this kind of business we can guarantee <br />jobs for the future, but also proper care of the facility <br />according to European standards. As I committed myself with <br />•-- a letter to each Councilman, I will put in a 3 to 5-feet deep <br />
