City Attorney Askins read: AN ORDINANCE AMENDING ORDINANCE <br />NO. 1290, APPOINTING DIRECTORS TO THE LA PORTE AREA WATER <br />AUTHORITY; AND PROVIDING AN EFFECTIVE DATE HEREOF <br />A motion was made by Councilperson Gay to approve and ado <br />Ordinance No. 1290A as read by the City Attorney. Seconde <br />by Councilperson Simons. The motion Carrie , 8 ayes and <br />0 nays. <br />Ayes: Councilpersons Malone, Longley, Faris, Simons, Gay, <br />Skelton, Westergren and Mayor Meza <br />Nays: None <br />9. Mr. Buck Thomas appeared before Council to discuss the La Porte <br />Area Water Authority. <br />Thomas - 816 South Virginia: I am a concerned citizen of the <br />City of La Porte. I have lived and paid taxes at the same <br />address for the past 45 years. I was elected and served as <br />the last elected City Marshal the City of La Porte had. I <br />• have been elected to two terms as City Commissioner, two terms <br />as Mayor of the City of La Porte. I was appointed as a charter <br />member of the Board. of Directors of the Harris-Galveston Coastal <br />Subsidence District. I served six years on this Board, of <br />which the City of La Porte was one of the cities I represented. <br />I'm not here to point a finger at anyone. <br />Mr. Mayor, I feel like the people of La Porte, including my- <br />self, are entitled to some answers about this water authority <br />you and your Council have asked the people of La Porte to vote <br />on, January 16, 1982. <br />Mr. Thomas proceeded to read several questions, then read <br />page by page from H.B. No. 1311. <br />Meza: We have copied some of the questions Mr. Thomas has <br />asked, and within reason we will answer as many as we can. <br />We have some of the answers, and if it is the Council's desire, <br />we will try. <br />Faris: I would suggest, Mr. Mayor, that we ask Mr. Thomas to <br />reduce his questions to writing and I will donate a sufficient <br />amount of time to give answers to those questions. <br />Meza: It is up to the Council. We have jotted down some of <br />the questions, and Knox has the legal answers to some of them. <br />• From the floor, Mr. J. R. Spradling, 3302 Valley Brook Drive, <br />aaked to speak to the Council. <br />
