T guess we are <br />really fortunate to have our sewage treatment plant as far <br />down the line as we do. According to this article, all of <br />the funds that require for planning, design and preparation <br />before the construction starts has to be borne by the City or <br />it can be borrowed from the State as long as they pay it back <br />if they don't build it. The HGAC officials told the Board <br />members Tuesday that newly authorized amendments to the Clean <br />Water Act will significantly affect areas' efforts to improve <br />sewage treatment facilities. The amendments which spell out <br />funding stipulations for federal grants were signed by Presi- <br />dent Reagan on December 29, 1981. I noticed that Kemah Council <br />was opposing the waste dump by the proposed Bayport Industrial <br />District to be built by the Gulf Coast Waste Disposal Authority, <br />and it mentioned that El Lago, Seabrook and Shoreacres were <br />alwo opposing the location and there was no mention of La Porte. <br />I know we passed a Resolution some time ago on this same issue. <br />There is another item that I would like to bring up, in the <br />event that La Porte should be affected. The City of Liberty <br />was fined $1,000.00 by the EPA for improperly keeping records <br />on the electrical transformers containing suspected cancer <br />causing chemicals, PCB. The $1,000.00 replaced a $28,000.00 <br />fine and ends a two-year battle between the City and the EPA, <br />and the City spent $15,000.00 cleaning ~zp 2 cup fulls of the <br />suspected PCB and built a special building for storage of the <br />transformers. I don't know whether we have anything like that <br />in La Porte, but it is something we should consider if we do, <br />or if anyone else is storing them in La Porte we should know <br />about them. <br />Councilperson Gay: Mr. Mayor, I would like to thank the citizens <br />for coming out tonight, and also I would like to thank those <br />that voted for the Water Authority, because myself, personally, <br />I feel that this is something the City and the Gulf Coast area <br />needs within the near future. I would just like to thank all <br />the citizens that came out to vote. <br />Councilperson Simons: Mr. Mayor, I would like to get on Gus's <br />soap box and thank the people of Spenwick for coming down and <br />the Public Works Department for turning out and helping.. This <br />shows that we are good neighbors. Steve, I want to compliment <br />you and your crew for the good job you did. <br />Councilperson Faris: I have two items: one is an ongoing <br />issue, I guess.
