~J <br />• <br />• Minutes, Joint Public Hearing and Regular Meeting <br />La Porte City Council, March 3, 1982 <br />Page 4 <br />Ford: I didn't say south of 16th, I said on 16th. <br />Simons: You don't know what kind of materials you are going <br />to be handling or what, so you don't know if your buildings <br />are going to be fire proof enough to handle this type of <br />material? <br />Ford: I don't imagine the City of La Porte is going to let <br />you put anything in a warehouse if the warehouse isn't. You <br />pretty well regulate what goes on within these warehouses. <br />The City has the means to control it. T seriously doubt if <br />you are going to let anybody house dynamite, regardless of <br />what kind of building you build. <br />Longley: Mr. Askins, what type of control do we have over <br />hazardous material and the way they are housed? <br />Askins: First, on a warehouse, they're going to have to meet <br />Southern Standard Building Codes so far as wind loading and <br />construction. On materials, our Fire Code would cover that <br />• as to the types of materials housed in certain zones. The <br />City of La Porte Fire Code is based on the National Fire <br />Code. Also, this is just a zoning hearing, and at the time <br />the building permit is taken out and they want to occupy the <br />building, they will have to state the use of the building. <br />The building code on all warehouse construction, the City <br />requires certain size water lines to feed fire hydrants <br />:r properly and handle sprinkler systems. A number of different <br />codes would regulate it. <br />Blackwell: The way I understand our ordinance, hazardous <br />waste material must be within the industrial district. Tf <br />this should be put in an industrial district it would have <br />a "Special Use Permit", which does not permit hazardous <br />waste. So this particular piece of property would not be <br />allowable for hazardous waste. <br />Skelton: Mr. Ford, you did say this would not be used for <br />containerized storage at all, the containers from the ships? <br />Ford: That is correct. <br />Skelton: I just wanted to be sure that we were clear on that <br />since this Council has been accused of opening so many con- <br />tainer yards, which we really didn't do. <br />• Ford: I am on record here, and I state there are no plans <br />for container storage and we are primarily working to get <br />the spurs in and warehousing. <br />
