• <br />CITY OF LA PORTE <br />INTER-OFFICE MEMORANDUM <br />TO: Jack Owen, City Manager DATE: 7-15-82 <br />FROM: Robert T. Herrera, Director of Administrative Services ~.1. ~, <br />SUBJECT: Revenue Sharing Act <br />Within the administrative provisions of the Revenue Sharing Act <br />there are two significant requirements which all cities must abide <br />by. The first is a procedure outlining and establishing public <br />hearings on the proposed use of the funds and adoption of the funds <br />into a budget format. The second requirement is on reporting. <br />In accomplishing the first requirement, the City is responsible <br />for publishing a notice, in at least one newspaper of general circu- <br />lation, proposing a use hearing for public input. (see attachment) <br />This meeting is solely to provide the citizens of La Porte an <br />opportunity to provide written and oral comments on the possible <br />uses of such funds before the City Council. It should be noted that <br />Revenue Sharing funds are not government funds which have been <br />encumbered to remedy problem areas, but funds which are allocated to <br />cities for expenditures as determined by the respective City Council. <br />The City is then required to have a second public hearing. This <br />hearing will be for discussing and adopting a Revenue Sharing Budget. <br />At this hearing citizens shall have the opportunity to provide <br />written and oral comments to the City Council and to ask questions <br />• concerning the entire Revenue Sharing Budget and its relation to <br />budget line items. This meeting is scheduled for September 1, 1982. <br />Within thirty (30) days after adoption of the Revenue Sharing <br />Budget, the City will then publish„ in at least one newspaper of <br />general circulation, a notice of the availability for inspection of <br />the adopted Revenue Sharing Budget. <br />At the close of the fiscal year, the City is responsible for <br />submitting a report to the federal government setting forth the <br />amounts and purposes for which Revenue Sharing funds have been <br />appropriated, spent or obligated for the fiscal year received. The <br />report will also identify differences between the actual use of <br />funds received and the proposed use of such funds. <br />• <br />~~ <br />
