• <br />• <br />• Minutes, Regular Meeting, La Porte City Council <br />March 16, 1983, Page 4 <br />A motion was made by Councilperson Westergren to approve and <br />adopt Resolution No. 83-7 as read. Second by Councilperson <br />Pfeiffer. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Malone, Longley, Matuszak, Graves, <br />Pfeiffer, Gay, Skelton, Westergren and Mayor Cline <br />Nays: None <br />13. The Council considered awarding the bid for City of La Porte <br />employee health insurance. City Manager Owen advised Council <br />that after review and comparison of the bids submitted by <br />nine (9) different bidders, the staff recommends a self- <br />insurance program administered by contract for administrative <br />services only by Fred S. James & Associates with The Hartford <br />as the underwriter. <br />Councilperson Westergren left the Council table. <br />A motion was made by Councilperson Matuszak to award the bid <br />for City of La Porte health insurance to Fred S. James for <br />Administrative Services only with The Hartford as underwaiters. <br />Second by Councilperson Longley. The motion failed with 4 <br />ayes, 0 nays, 4 abstain. <br />Ayes: Councilpersons Longley, Matuszak,,Graves, Pfeiffer <br />Nays: None <br />Abstain: Councilpersons Malone, Gay, Skelton and Mayor Cline <br />Councilperson Westergren returned to the Council table. <br />There was lengthy discussion of the insurance bids and proposals. <br />A motion was made by Councilperson Westergren to table a decision <br />on the insurance bid to a special called meeting next week. <br />Second y Councilperson Skelton. The motion carried, 7 ayes <br />and 2 nays. <br />Ayes: Councilpersons Malone, Graves, Pfeiffer, Gay, Skelton, <br />Westergren and Mayor Cline <br />Nays: Councilpersons Matuszak, Longley <br />Attorney Askins advised Council the present health insurance <br />policy will expire March 31 at 12:00 midnight and it will re- <br />quire two full weeks to enroll the employees in the new program <br />and get everything set up. <br />Mayor Cline posed the question of the Council, "Do you wish, <br />in the light of this new information, to put this matter back <br />on the agenda for consideration tonight?" <br />
