• <br />• MINUTES <br />OF THE <br />PUBLIC HEARING AND REGULAR MEETING OF THE <br />LA PORTE CITY COUNCIL <br />SEPTEMBER 7, 1983 <br />1. The meeting was called to order at 7:00 P.M. by Mayor <br />Pro-Tem Linda Westergren. <br />Members of the City Council Present: Mayor Pro-Tem Linda <br />Westergren, Councilpersons Lindsay Pfeiffer, Deotis Gay, <br />B. Don Skelton, Norman Malone, John Longley, Ed Matuszak, <br />Kevin Graves <br />Members of the City Council Absent: Mayor Virginia Cline <br />Members of the Cit <br />City Attorney Knox <br />Black, Director of <br />Director of Public <br />• John Joerns, Direc <br />y Staff Present: City Manager Jack Owen, <br />Askins, Assistant City Secretary Cherie <br />Administrative Services Bob Herrera, <br />Works Jerry Hodge, Graduate Engineer <br />for of Parks & Recreation Stan Sherwood <br />Others Present: Dick Bell, Gus Faris, Bill Angel, Mike <br />Martinez, Linda Castleberry of the Bayshore Sun-Broadcaster, <br />a representative of the Baytown Sun, 50 interested citizens <br />Motion was made by Councilperson Skelton to take a 5-minute <br />recess. Second by Councilperson Pfeiffer. All were in favor. <br />The meeting reconvened at 7:10 P.M. <br />2. The invocation was given by City Attorney Askins <br />3. Council considered the minutes of a Special Emergency Meeting <br />held August 19, 1983, minutes of the Regular Meeting held <br />August 27, and the Special Called Emergency Meeting held <br />August 30. <br />An amendment was made to the minutes of August 19 as follows: <br />Under item 2, the motion should read: "to authorize the City <br />Manager to expend any monies necessary to get the City back <br />in order as quickly as possible, and to suspend regular bid- <br />ding procedures due to an emergency." <br />Motion was made by Councilperson Skelton to a prove the minutes <br />• of the August 19 meeting as amended. Second by Councilperson <br />Gay. The motion carried, 8 ayes and 0 nays. <br />
