Walker, plant specialist and part owner of the Louisiana <br />facility, answered questions from Council regarding the valve <br />repair techniques used. <br />After discussion, motion was made by Councilperson Gay to table <br />this item until he could talk to his constituents and~to put <br />the item back on the June 6 agenda. Second~by Councilperson <br />Matuszak. The motion carried, 4 ayes, 3 nays, 1 abstain. <br />Ayes: Councilpersons Pfeiffer, Gay, Matuszak and Mayor Cline <br />Nays: Councilpersons Westergren, Longley, Graves <br />Abstain: Councilperson Skelton <br />• <br />8. Council considered bids on cleaning, television inspection and <br />point repairs for portions of sanitary .sewer collection system <br />for the City of La Porte EPA Project No. C-481176-03-0. <br />David Gleason, representative of Sears & Burns, reported that <br />there were three bidders: Baytown Construction, Reliance <br />Construction and Channel Construction. No obvious irregularities <br />were found with the apparent low bidder (Baytown Construction) <br />or the third low bidder (Channel Construction. The second low <br />bidder (Reliance), on the unit price of item 19, removal and <br />replacement of house taps, seems to indicate either a misunder- <br />standing of the addendum number 1 or an unbalancing of the bid. <br />The second low bidder has filed a protest on the basis that the <br />apparent low bidder failed to include MBE~form with his bid, and <br />his protest seems to have some merit. Further, the ability of <br />the apparent low bidder to successfully complete the project is <br />questionable because his bid is so much lower than the others. <br />Also, his qualification statement did not indicate any past <br />experience in the cleaning and television inspection area. <br />The other two bids are not reasonable since they are~at least <br />40 percent higher than the engineers' estimate, although they <br />are otherwise acceptable..
