Box 1115 <br />La Porte, Texas 77571 <br /> <br />Dear Mayor Cline: <br /> <br />The Community Development Agency is continuing the formal procedures to <br />qualify for participation in fiscal year 1985 for Community Development <br />Block Grant funds under Title I of the Housing and Community Develop- <br />ment Act of 1974, as'amended. We have been pleased to serve your city <br />as a part of the Harris County Community Development Block Grant prog- <br />ram and desire to continue in our cooperative efforts. <br /> <br />Each triennial year your city has the option to join with us in a for- <br />mal agreement stating that Harris County Community Development Agency <br />may include your population in our population count. As the amount of <br />our grant depends upon our population count, if you choose to "opt <br />out", we are unable to count your population in our base, thus reducing <br />the amount of the grant. <br /> <br />Our grant is aimed spe~~fica11y at low and moderate income neighbor- <br />hoods which need improvements such as housing rehabilitation; neighbor- <br />hood parks; demolition of unsafe, abandoned structures; water and sew- <br />er; streets, drainage, and walkways; and fire equipment. <br /> <br />Although this grant directly benefits low and moderate income neighbor- <br />hoods, it aids in the improvement of Harris County as a whole. Partici- <br />pation by your city increases our funding, which enables Ha~ris County <br />Community Development Agency in the delivery of physical improvements <br />and human services throughout our target areas. "Opt in" cities also <br />have the opportunity to select a citizen representative to our Advisory <br />Task Force, which reviews and comment on all CDBG projects. <br /> <br />We are instructed by the Department of Housing and Urban Development <br />(HUD) to inform you of the following: <br /> <br />1.) That your city cannot be the beneficiary of 1985 Community <br />Development Block Grant'funds if it "opts out" or cancels the <br />agreement. A new decision must be made for each triennial year <br />even though the city has "opted out" in a previous year; <br /> <br />2.) That your city cannot apply for discretionary balance funds <br />(Small Cities Program) in fiscal year 1985 if it is participating <br />with Harris County.
