The city must "opt out" or cancel <br />the agreement to qualify for the Small Cities Program; <br /> <br />3.) That your city must notify both Harris County and the HUD-Fort <br />Worth area office if it wishes to be excluded from participation <br />no later than Septembe'r 14, 1984. <br /> <br />Only by joining Harris County in a co-op agreement, can you participate <br />as a beneficiary of Harris County Community Development Block Grant <br />funds. However, there is no guarantee that you will receive funds. <br /> <br />To establish the eligibility of a neighborhood receiving these improve- <br />ments, it would have to meet certain conditions required by HUD. If <br />you feel that your city may have an eligible area, a staff member from <br />this agency will be available to help make this determination. <br /> <br />We hope that you will join us in applying for the fiscal year 1985 <br />grant and help us work toward the goal of providing physical improve- <br />ments to low and moderate income areas in Harris County. <br /> <br />Those cities which "opt in" must agree to cooperate in the undertaking <br />of community development and housing assistance activities. "Opt in" <br />cities must certify that their projects will benefit low and moderate <br />income families, or prevent or eliminate slums and blight. <br /> <br />Please find enclosed the cooperative agreement forms submitted for your <br />approval. It is requested by this agency that the agreements be exe- <br />cuted and mailed back to this office no later than September 14, 1984. <br />This is necessary in order to be placed on the Harris County Commis- <br />sioners' Court agenda for approval. <br /> <br />It is requested by HUD ti.clt should you nc.,l.. desire to join Harris County <br />in the Community Development Block Grant application that you so inform <br />this agency and HUD-Fort Worth area office (address below) prior to <br />September 14, 1984. <br /> <br />We would be pleased to visit with you to address your City Council <br />during the month of August and explain further the benefits of joining <br />with us as a "co-operative city". Should any questions on .the coopera- <br />tive agreements arise, please feel free to contact Bobbie L.
