<br />~ • <br />• Minutes, Regular Meeting, La Porte City Council <br />August 15, 1984, Page 2 <br />5. Mayor Cline proclaimed August 28, 1984, as "Postal Customer <br />Appreciation Day." Postmaster Charles Gunnels accepted the <br />proclamation. <br />6. Mayor Cline proclaimed the month of August 1984 as "Child <br />Support Month." <br />7. Doyle Westergren spoke to Council regarding street and right- <br />of-way encroachments. <br />Councilperson Westergren asked to be excused from the Council <br />table during this item, as she was personally involved. She <br />left the Council table at this point. <br />Mr. Westergren spoke on encroachments on City property by <br />private citizens in the Oakhurst addition, and asked that <br />Council take action to.correct this and any other encroach- <br />ments in the City. <br />A copy of Mr. Westergren's presentation and the Council's <br />response are attached to these minutes. <br />• Councilperson Westergren returned to the Council table. <br />8. Mr. John Loyd, chairman of the Comprehensive Plan Steering <br />Committee, presented Council with the Plan and expressed <br />the committee's desire to help in any way possible with the <br />process of refining, adopting and implementing it. <br />Council expressed their appreciation to Mr. Loyd and the <br />committee for their endeavors. A workshop to study the Plan <br />was set for August 29 at 6:30 P.M. <br />9. Council considered an ordinance changing the polling place <br />for District 3. <br />City Attorney Askins read: ORDINANCE 1412 - AN ORDINANCE <br />CHANGING THE LOCATION OF THE POLLING PLACE FOR ELECTION <br />PRECINCT NO. 3, TO LEO RIZZUTO ELEMENTARY SCHOOL; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />Mr. Askins pointed out that the Justice Department has to <br />approve this change, and that it usually takes 60 to 90 days. <br />Therefore, the change would not be effective for the~September <br />29 election or the runoff election on October 20 if it is <br />• necessary to hold a runoff. <br /> <br />
