<br />,... <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />..... <br /> <br />~ <br /> <br />e <br /> <br />-- <br /> <br />Minutes, Regular Meeting and Public Hearing <br />La Porte City Council <br />September 5, 1984, Page 7 <br /> <br />the water and wastewater departments to prepare for future <br />revenue bonds is necessary, he believes the profits should <br />be used only for improvements to these systems and in no <br />cases should they be spent for other than non-recurring items. <br /> <br />He recommended to Council that they reconsider this whole' <br />matter in connection with the Comprehensive Master Plan, <br />budgetary cons'traints, the proposed rate analysis, and after' <br />this consideration if the Council is determined to pursue this <br />course that a method be determined to explain the entire proc- <br />edure to all the citizens of La, Porte. He feels the 'citizens <br />if adequately and accurately informed, will make the right <br />choices. If they are confused, baffled or if the policy you <br />offer is not good, they won't buy it, and they shouldn't. <br /> <br />The one exception that he made, he would like to recommend <br />that the sewer rate charge should be changed immediately, <br />without waiting for a~y further studies. He recommends <br />Council'adopt the rate structure for the sewer system either <br />identical or similar to the one in Bay town, which puts a cap <br />on the sewer bill for residential customers. <br /> <br />The Mayor declared a five minute recess. <br /> <br />14. <br /> <br />Mayor Cline opened the public hearing on revenue 'sharing and <br />general budget for fiscal year 1984-85. <br /> <br />City Manager Owen read the proposed revenue sharing budget and <br />the general budget. A copy is attached to these minutes. <br /> <br />Mayor Cline asked for public input. <br /> <br />Mr. Burnley spoke and commented on the motor pool, ,and sug- <br />gested that a lease agreem~nt type operation might be 'a les's <br />expensive method than purchasing. He asked if the tax rate, <br />when we get the permanent tax roll, stays the 'same 'at 72 cents, <br />what percentage increase is that in taxes? <br /> <br />Mayor Cline asked for further comments or questions. There' <br />being none, she declared the public hearing closed. <br /> <br />15. Council considered a contract for survey work for the sani- <br />tary landfill site. <br /> <br />Mr. OWen stated the Texas State Department of Health 'requires' <br />certain guidelines as to what the 'survey must entail.
