Mr. Askins stated that it was improper for them to <br />speak without first going through the proper channels. He <br />stated that it was improper for an association of a City, <br />because of State laws, about union activities with <br />governmental bodies to do anything that would be construed <br />as negotiating with governmental bodies. He thought it to <br />be improper. <br /> <br />Mayor Cline stated that she did not feel that was the <br />association's pretense and not the amount of monies they <br />were receiving or about their salaries, but about the step <br />program that we have, for pay increases here and we've <br />discussed .that before. The Police department is not exactly <br />like some of the other City departments. <br /> <br />Mr. Askins stated that he did not feel that City Council should <br />set up a workshop to discuss this problem. <br /> <br />. <br /> <br />Mayor Cline stated that Mr. Herrera had stated that they were <br />planning to have some meetings about this item. He stated <br />in talking with Chief Freeman, that a meeting has been set up <br />between the Police Chief and the Association, and if need <br />be, a meeting will be scheduled by the Chief with the La Porte <br />management team. <br /> <br />Mayor Cline asked if this item got on the agenda without any <br />of that happening. <br /> <br />Mr. Herrera replied that that was correct and that they had <br />not even met with Chief Freeman. Mr. Herrera mentioned that <br />the 3% increase was for all employees, as a cost of living <br />increase. <br /> <br />Mr. Askins read: ORDINANCE 1285-D AN ORDINANCE AMENDING <br />ORDINANCE 1285-C, AN ORDINANCE IMPLEMENTING POLICEMEN <br />CIVIL SERVICE, ESTABLISHING CLASSIFICATIONS OF AUTHORIZED <br />POSITIONS IN EACH'CLASSIFICATION~ ESTABLISHING PAY SCHEDULES <br />CONTAINING A SEVERABILITY CLAUSE FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW, CONTAINING AN APPEALING CLAUSE FINDING <br />AN EFFECTIVE DATE THEREOF, BEING ORDAINED' BY THE CITY OF <br />LA PORTE. <br /> <br />Mo.t.ion-IDad~-12.LCOYD.cilQerson Sk,gl,ton to a~-ili:dingIlQL12~Jl <br />settinK-civil serv~salaLY-Lates.
